Notice is hereby given that a quorum of the meeting body will be present in the physical
location stated above where citizens may also attend in order to view a member(s) participating
by videoconference call as allowed by 551.127, Texas Government Code. The City uses a third-
party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting
access and participation will be in-person only.

AGENDA ITEM NO. 1: Call to Order and consider absence requests.
Chairperson Cunha called the meeting to order at 3:37 p.m.
There were no absence requests for consideration.

There were no visitors who requested to speak.
AGENDA ITEM NO. 3: Agenda Items.
AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve
meeting minutes.
Board Member Langlotz motioned to approve the minutes from September 19, 2022. The
motion was seconded by Board Member Brimley. The minutes were approved (6-0).
AGENDA ITEM NO. 3.2: Public hearing, presentation, discussion, and possible
action regarding a recommendation to the Planning & Zoning Commission on an
ordinance amending the College Station Comprehensive Plan by amending the
Bicycle, Pedestrian, and Greenways Master Plan to remove a portion of a planned
multi-use path along Lick Creek Tributary 10 between Rock Prairie Road and
Double Mountain Road.
Board Member Jansen agreed to be present and represent the Board in the next Planning
and Zoning Commission meeting relating to this item.

Mr. Schubert presented the item including the criteria for review of Comprehensive Plan
Amendments and recommend denial of the request.
Board Member Jansen asked what is the timeline for improvements along Rock Prairie Road.
Mr. Schubert stated for Rock Prairie Road, the City is in the process of designing the
widening between State Hwy 6 and Town Lake Drive. The widening of Rock Prairie Road
from Town Lake Drive to William D. Fitch Pkwy is on the City bond election coming up in the
next couple of weeks. That portion will be a part of 5-year capital plan if approved.
Mr. Schubert went over the future extension of Double Mountain Road that will be extended
to Rock Prairie Road eventually by development of the adjacent tracts.
Chairperson Cunha asked who is responsible for paying the development of the multi-use
path if it remains on the plans.
Mr. Schubert stated it is part of the developer’s project costs.
Chairperson Cunha asked for the applicant’s input.
Mr. Schultz stated that Mr. Phillips, the owner of the property, originally intended to buy the
other two tracts of land so that it would go all the way to Rock Prairie Road to try and keep
it in uniform. That is not likely to happen as the current owner wants too much for the
property. Mr. Phillips decided to build his house because it really did not develop very well.
What was not included in the initial submittal was the changes of the connection to Rock
Prairie Road and the additional street turns. The position of the trees on the lot with the
position of his house layout did not fit.
Board Member Langlotz asked if what was stated about the path was that it is not an issue,
but more of how far from the house it is.
Mr. Schultz stated there really is not any room to place it. He wants it more than 15 -20
feet away from the fence.
Mr. Phillips stated he does not want to disturb the natural vegetation by building the trail
and to avoid damage. He showed some pictures of the area to the Board.
Board Member Madewell asked what the elevation change in the area was.
Mr. Schultz stated there is a few feet of elevation change.
Chairperson Cunha asked how are the residents able to access that common area in the
original idea.
Mr. Schultz stated it can be accessed through the sidewalk on Double Mountain Road.
Board Member Brimley stated he believes that what the applicant is proposing is reasonable
but would abstain in the voting as he has had business dealings with the applicant’s
representative.
Board Member Langlotz stated that part of the biking experience that enhances it is the little
sections of trails that have the natural scenery.
Board Member Jansen asked about the issues up for review and how long ago they raised a
concern with the plans and layout.
Chairperson Cunha opened the public hearing.

Board Member Langlotz motioned to recommend denial of the amendment. The motion was
seconded by Board member Madewell.
Board Member Madewell stated that the path could be designed to minimize the amount of
damage to the natural vegetation. He also stated the benefit of the path outweighs the
negatives of the path.
Board Member Brimley stated that it is not much distance to use Double Mountain Road to
get to Rock Prairie Road instead.
Chairperson Cunha stated her experience of riding a bicycle along a major roadway felt
much less comfortable than being on the Lick Creek Trail through a natural area.
Board Member Jansen stated he thought the placement of the house on the property was
under their control and that could be moved to have a greater distance.
The Board voted to recommend denial of the amendment (5-0-1). Board Member Brimley
abstained.
AGENDA ITEM NO. 3.3: Presentation and discussion regarding an update on
planned modifications to the Lick Creek Trail at its intersection with Midtown
Drive.
Mr. McDonald presented this item.
Chairperson Cunha asked if the flood gauge signs were being installed due to expected
future flooding.
Mr. McDonald stated the design goal is to lessen the amount of sedimentation. Flooding of
the trail is still going to occur. The project is designed to lessen the number of times that
the Parks and Recreation department will have to go out there and clean the trail.
Chairperson Cunha asked about the weepholes.
Mr. McDonald stated the weepholes will be extended under the sidewalk.
Board Member Brimley raised a concern about the elevation and height of the trail being too
close to the bridge above. He asked if there is really any benefit to raising it just 2 feet if
the storm and flooding were still going to happen.
Board Member Jansen agreed to that statement.
Ms. Cain stated that based on the information gathered there would be less sediment, so
that the Parks and Recreation department did not have to clean it as often. It is not so
much about reducing the amount of water. The bridge would need to be raised up higher to
allow the trail to be elevated high enough to eliminate water getting on the trail.
Mr. McDonald stated one of the issues with raising the bridge higher was limited due to the
adjacent electrical substation there.
Board Member Brimley requested the connection to the trail from the trailhead parking lot
flare as it meets the trail to allow an easier turn.
Mr. McDonald stated that they could make that modification.
Board Member Madewell asked where the sediment is coming from.
Mr. McDonald stated that the amount of sediment was expected to reduce once the project
was completed and heavy rains wash it out but that has not occurred.
Chairperson Cunha stated the slick sediment is a concern, and this will reduce the sediment
and have less water.

development of activities for National Bike Month in May 2023 including a Cycle
with Council event.
Chairperson Cunha shared sponsors for this year’s event plan to support it next year.
Board members discussed bike routes.
Board Member Madewell’s bike routes will be emailed and will follow up with feedback next
meeting.
AGENDA ITEM NO. 3.5: Presentation and discussion regarding the following items
related to biking, walking, and greenways:
a. City’s Comprehensive Plan – Board Member Madewell went over the
Comprehensive Plan’s Strategic action in Chapter 2 regarding pursuing tree
preservation.
b. Future City Council Meetings – Mr. Schubert stated the bond election is
coming up with several items on the ballot.
c. Capital and Private Project Updates – Mr. Schubert stated that Rock Prairie
Road West is open to a two-way operation. An update for the upcoming rehab of
Krenek Tap Road will be presented at the next meeting.

TxDOT 2023 Transportation Alternatives Grant Call for Projects

Agenda Caption: Presentation, discussion, and possible action regarding an overview of the 2023 call for
projects for the TxDOT Transportation Alternatives grant program and feedback on potential projects to
submit.
Summary: The Texas Department of Transportation (TxDOT) has announced that they expect to open
a call for projects for the 2023 Transportation Alternatives grant program on December 2, 2022. This
grant program is for bicycle and pedestrian-related infrastructure and plans and is the one in which
the City submitted two successful grant applications in 2021. One of the awarded projects will create
separated bike lanes on George Bush Drive between Texas Avenue and Wellborn Road and the other
will construct a shared use path on the south side of Harvey Mitchell Parkway between the Larry
Ringer Library and the Jones Crossing development to the west. The grant from TxDOT covers 80% of
the construction cost for the project while the design and 20% of the construction cost is the
responsibility of the entity receiving the grant.
City staff attended informational webinars held by TxDOT in August and September and will attend an
additional webinar scheduled at the end of November. This call for projects is different than prior
ones as it allows jurisdictions with a population above 200,000 to apply. In addition, three new project
categories are being offered: large scale projects, active transportation network enhancements, and
active transportation non-infrastructure (planning documents). The application and notice of funding
opportunity have not been released by TxDOT so full details are not yet known and the preliminary
information provided thus far may change. An overview of the grant program that was provided at the
October meeting of TxDOT’s Bicycle and Pedestrian Advisory Committee is attached for your
reference.
Staff has begun exploring potential projects eligible for the different grant categories. Being a TxDOT
grant, consideration of potential projects is being focused along TxDOT roadways so as to have a more
competitive application. Staff will present a preliminary short-list of projects at the meeting for
consideration and request feedback from the Board.
