2. Outcomes:
a) Awareness of meeting methodology
b) Agreement on ends statements
c) Decision on strategic issues
d) Decision on ranking strategic issues
e) Agreement on workshop discussion order
f) Agreement on governance policy and committee function and structure
3. Meeting Review.
4. Recess 5:30 p.m.; dinner and social time
Saturday, January 14, 1995, Reconvene 8:00 a.m.

1. Start-up (ground rules, desired outcomes, agenda, roles, "bin").

a) List of 10 positives/improvements on current budget format.
b) List of 10 positives of Addison format.
c) Agreement on budgetary format ingredients

a) List of 10 performance pay positives.
b) Agreement on ingredients on performance pay plan.
c) Agreement on "levels of service".
d) Agreement on "staffing level" formula as related to levels of service
decision.

a) Staff understanding of retreat outcomes so as to implement effectively.
b) Staff agreement with issue timing/rank, budget policies, format and
calendar.
c) Staff agreement on pay for performance ingredients.
d) List 10 factors that relate to levels of service measurement.
e) Agreement on effective tools for measurement of service performance.
