Brymer MINUTES COLLEGE STATION CITY COUNCIL Budget Workshop Meeting Wednesday, August 23, 2000 at 3:00 p.m. City Hall Council Chambers City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen COUNCIL MEMBERS PRESENT: Mayor McIlhaney, Mayor Pro tem Mariott, Council members Silvia, Massey, Hazen, Maloney COUNCIL MEMBER ABSENT: Garner STAFF PRESENT: City Manager Brymer, City Attorney Cargill, Jr., City Secretary Hooks, Budget and Strategic Planning Manager Kersten, Finance Director Cryan, Department Heads Mayor McIlhaney called the meeting to order at 3:05 p.m. Jeff Kersten highlighted critical components of the financial forecast and proposed budget related to emergency medical service delivery cost. The city requested funding from the county. It is not known what level of funding will be approved by the County. Also, the College Station Medical Center has notified the Fire Chief that there are certain supplies that they currently provide for ambulances but will not be able to do so in the future. It is expected that this annual cost is approximately $70,000. At this time, the cost is not included in the proposed budget. Council discussed the investment policy that states the council will maintain a balance of 15% in reserves. This policy is highly credible with the bond rating agencies. Mr. Kersten outlined three scenarios in the Fire Department Budget that impact the general fund financial forecast. Service level adjustments recommended for funding is approximately $480,597. Mr. Kersten described several of these recommendations in the area of public relations, police, parks, and planning. Council Budget Meeting 8/23/00 Page 2 Police Chief Feldman discussed the proposed Noise Abatement Program. This is a mutual program with Texas A&M University and Blinn officials to address loud party complaints. Comments were addressed about appropriating adequate funds to ensure the existing parks are maintained sufficiently as well as the new parks having adequate funds for operations and maintenance. Council discussed different approaches to select the Senior Citizen Center. Another budget workshop meeting was scheduled for August 29, 2000. No council action was required.
