Notice is hereby given that a quorum of the meeting body will be present in the physical

by videoconference call as allowed by 551.127, Texas Government Code. The City uses a third-
party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting
access and participation will be in-person only.

6.1 Public Hearing, presentation, discussion, and possible action to consider a Comprehensive Plan Amendment to the Neighborhood Center future land use description, intent, and generally appropriate zoning districts within Chapter 2. Distinctive Places of the Comprehensive Plan. Case #CPA2022-000003.
Long Range Planning Administrator Halle-Schramm presented the Comprehensive Plan Amendment to the Commission. Chairperson Christiansen asked if staff has received feedback from the development community.

Long Range Planning Administrator Halle-Schramm stated that staff has had discussions with developers, and they wanted a clarification on how much commercial was expected in a
Neighborhood Center area. Chairperson Christiansen asked how the mix of uses will work. Long Range Planning Administrator Halle-Schramm stated that developers can chose to create a Planned Development District or Mixed-Use. Commissioner Mirza asked for examples of horizontal mixed-use developments. Long Range Planning Administrator Halle-Schramm stated that the Century Square development is an example of horizontal mixed-use.
Commissioner Jackson stated that commercial land use is important and so is its location. Mr. Jackson suggested adding language to the amendment that encourages clustering of commercial
land uses at intersections. Long Range Planning Administrator Halle-Schramm asked for clarification on the language’s
location within the plan amendment. Commissioner Jackson asked that the suggested language be a new bullet point within the amendment. Commissioner Smith asked for clarification on the current problematic language. Long Range Planning Administrator Halle-Schramm stated that developers have stated that the current language is too vague. Commissioner Smith asked for an estimate on the amount of vacant land designated as
Neighborhood Center. Long Range Planning Administrator Halle-Schramm clarified that of the four or five areas, most of the property north of the FM 2818 corridor is developed, and there are 4-5 properties south of the FM 2818 corridor that are greenfield development sites. Ms. Halle-Schramm further clarified that the Harvey Road corridor would be classified as redevelopment, the Caprock Crossing
area is mostly developed, preliminarily planned, or platted, and property near the airport contains greenfield development sites. Commissioner McIlhaney asked for clarification on the guidelines for deciding the percentages and encouraging versus requiring. Long Range Planning Administrator Halle-Schramm clarified that the Comprehensive Plan is meant to be the guide for zoning. Commissioner McIlhaney asked for clarification on urban form, asking if this is a technically defined term or is staff referring to the elevations of the building, walkability, or another term.

Long Range Planning Administrator Halle-Schramm stated that this general term that allows staff flexibility.
Commissioner Wright asked for clarification on current projects, asking if this amendment will affect current projects or projects in the pipeline. Long Range Planning Administrator Halle-Schramm clarified that this amendment would have no effect on current projects. Commissioner Jackson suggested that staff conduct an analysis on how much commercial land is needed. Long Range Planning Administrator Halle-Schramm stated that commercial and mixed-use
development sites encompass about 13.7% of the area within the city limits. Chairperson Christiansen asked if there were other options for developers who do not want to do a
Planned Development District. Long Range Planning Administrator Halle-Schramm stated that revisions to the Mixed-Use zoning
district would allow flexibility, and a Middle-Housing zoning district would also provide solutions to allow more flexibility. Chairperson Christiansen opened the public hearing. No one spoke. Chairperson Christiansen closed the public hearing. Commissioner Jackson provided additional explanation on the suggested condition of encouraging clustering of commercial land uses at intersections.
Director of Planning & Development Services Ostrowski stated that the condition can be added to the amendment after commercial nodes to read “…such as at intersections”.
Commissioner Jackson motioned to recommend approval of the Comprehensive Plan Amendment with a condition adding “such as at intersections”. Commissioner Wright seconded the motion, motion passed (6-0). 7. Discussion and possible action on future agenda items. Project Overview This final plat is the fifth phase of the Southern Pointe Subdivision, a
redevelopment of the Texas World Speedway property and the first
Municipal Utility District in Brazos County. The overall development
includes 2,066 single-family lots, potential multi-family and commercial,
and parkland on 553 acres. The Southern Pointe Subdivision is located
within the City of College Station’s ETJ, but as a Municipal Utility District
is required to develop according to the adopted development
agreement. This agreement specifies development occur in a manner
which complies with Unified Development Ordinance Section 8.3
General Requirements and Minimum Standards of Design for
Subdivisions within the City Limits in anticipation of a future annexation.
