City of College Station POST OFFICE BOX 9960 1101 TEXAS AVENUE COLLEGE STATION, TEXAS 77840-0960 May 6, 1988 MEMORANDUM TO: n Parks and Recreation Board FROM: SUBJECT: teve Beachy, Director of Parks and Recreation MAY BOARD MEETING Our May meeting will include the same items as were scheduled for the April meeting. Also, we will discuss two additional items. The first is a request for improvements to be placed in the Emerald Forest Park site. The second is a request to launch hot air balloons from city parks. Our meeting will be held at Lincoln Center to afford the opportunity to inspect the recent improvements at the facility. Also, we will be discussing proposed improvements at the center for next year. This will be the last formal meeting prior to the installation of new members in June. We will need to set a time and place to hold the June meeting which has traditionally been a social gathering of some type. cc: Ron Ragland, Acting City Manager Peggy Calliham, Public Information Officer PARD STAFF 24 April 1988 Shannon Bray, Chairperson College Parks Board 2601 Vicksburg College Station, Texas 77840 RE: LAUNCH OR LANDING OF HOT AIR BALLOONS IN COLLEGE STATION PARKS Dear Ms. Bray: I am glad that the Parks Department asked us to be a part of this years Jazz Festival and hope that they will keep us in mind for any future events. Thank you. I also want to write this letter regarding the above referenced matter. As mentioned to you Saturday, I have been seeking permission to launch our balloon from the College Station parks for some time. I am hopeful that you w i 1 I be the right person who can get me a letter which w i 1 I give us such permission. This would require permission to drive one vech is I e onto the grass for a period of thirty minutes while we either launch the balloon or retrive the bal loon once it has landed. The vehicle is needed for two reasons. The first being that the bal loon system weighs about 600 pounds and is not easily carried from a parking lot and second, we always secure the balloon to the vehicle until we are ready to launch for safety reasons. I would hope that you will be able to understand that we as balloonist make every effort to use good judgement with respect to driving on the grass and safe operation of our balloons with respect to landing or taking off. Keep in mind that in relation to landing or taking off, the operator of the balloon is an FAA certified pilot and has had formal training regarding safe operation of a balloon. Keep in mind that we do carry insurance and would gladly provide a copy of such to the Parks Department. Once again, it is my request that the City of Col lege Station provide me with a letter which gives me, any other local or visiting bal loonist authorization to launch or land a hot air balloon in College Station Parks. In exchange for this letter, we will be more than happy to attend any events which might be mutually agreeable and we as balloonist will hold the city harmless and except any and all liability for our actions regarding operation of our balloons.
