January 24, 2022 3:00 PM Bush 4141 Community Room College Station, TX Page 1 This meeting will offer both in-person and remote participation following both the City’s Guidelines for in-person, virtual attendance, and the speaker protocol in the agenda. The city uses a third-party vendor to help host the meeting and if the call-in number is not functioning access will be through the internet link only. 1.Call meeting to order and consider absence requests. 2.Hear Visitors. At this time, the Chairperson will open the floor to visitors wishing to address the Board on issues not already scheduled on tonight's agenda. An individual who wishes to address the Board regarding any item on the agenda shall register with the Board Secretary prior to 12 p.m. on the day of the meeting. To register, the individual must provide a name and phone number by calling 979.764.5044 or emailing gfuentes@cstx.gov prior to 12 p.m. To submit written comments to the Board, email gfuentes@cstx.gov and they will be distributed to the Board. The visitor presentations will be limited to three minutes in order to accommodate everyone who wishes to address the Board and to allow adequate time for completion of the agenda items. The Board will receive the information, ask city staff to look into the matter, or will place the matter on a future agenda for discussion. STAFF PRESENT: Assistant Director Molly Hitchcock, Bicycle, Pedestrian and Greenways Planning Administrator Venessa Garza, Administrative Support Specialist Kristen Hejny and Board Secretary Grecia Fuentes. AGENDA ITEM NO. 1: Call to Order and consider absence requests. Chairperson Cunha called the meeting to order at 3:01 p.m. There were no absence requests for consideration. AGENDA ITEM NO. 2: Hear Visitors. There were no visitors who requested to speak. AGENDA ITEM NO. 3: Agenda Items. AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve meeting minutes. Board Member Higdon motioned to approve the minutes from October 18, 2021. The motion was seconded by Board Member Jansen and was approved (6-0). AGENDA ITEM NO. 3.2: Presentation and discussion regarding the Bicycle, Pedestrian and Greenways Advisory Board calendar of upcoming meetings. Monday, December 20, 2021 at 3:00 p.m. The meeting is proposed to be held in person at the Bush 4141 Community Room in the new City Hall building and will be finalized in the coming weeks. AGENDA ITEM NO. 3.3: Presentation and discussion regarding an update on grant applications submitted to the Texas Department of Transportation. The Texas Department of Transportation chose one of the two applications submitted. The approved grant is for the George Bush Drive Separated Bike Lane Project. The grant amount is for $1,209,015. The project will extend from Texas Avenue to Wellborn Road. It will include vertical element such as a concrete barrier between the bike lanes and motor vehicle lanes. The grant will cover 80% of construction. The City will provide 20% of Page 3 of 7 construction through the Street Capital Improvements Fund and 100% of design. Construction funds will be allocated in Fiscal Year 2023 or 2024. The second application for the Harvey Mitchell Parkway shared-use path project was not chosen. AGENDA ITEM NO. 3.4: Presentation, discussion, and possible action regarding a recommendation on sidewalk project priorities. Ms. Garza gave a presentation on the prioritization process for sidewalk projects. There was general discussion amongst the Board regarding the presentation and the level of priority. The Board suggested to keep most items in the same priority level with the following changes and comments: • #2 Welsh Avenue 3: Move down to #16 on the priority list since there is a sidewalk on the other side. There is a high volume of pedestrians accessing the CSISD facilities on the west side. There are also accessible parking spaces available but not all with mobility issues choose to use them. The scope of the project could be reduced to the areas in front of CSISD that don’t have sidewalks to maximize available funds and meet need. • #9 Nueces Drive: The side the sidewalk is placed will need to be evaluated based on potential need on the east side versus the west side which has the existing gap. • #12 Foster Avenue 1: Move up on priority list based on pedestrian and bicycle activity along the corridor and sidewalk improvements already being added to City Hall site. The Board suggested other sidewalk locations of importance but didn’t place them on the top priority list. They included University Drive, Rock Prairie Road from William D. Fitch Parkway to Lick Creek Park and Southwest Parkway from Eastmark Drive to SH 6. The priority list includes: • Park Place 1 - Anderson Street to behind HEB • University Oaks Boulevard 1 - George Bush Drive East to existing sidewalk • Kyle Avenue - Puryear Drive to George Bush Drive East • George Bush Drive East - Dominik Drive to University Oaks Boulevard • University Oaks Boulevard 4 - Olympia Way to Stallings Drive • Timber Street - George Bush Drive to Park Place • Walton Drive 1 - Puryear Drive to Foster Avenue • Nueces Drive - Guadalupe Drive to Harvey Mitchell Parkway South • Dexter Drive South 1 - Llano Place to Concho Place • James Parkway – Thomas Park to Francis Drive • Foster Avenue 1 - Lincoln Ave to Francis Drive • Georgia Street - Holleman Drive to Nevada Street • Welsh Avenue 1 - Holleman Drive to Swiss Court • Puryear Drive - Kyle Avenue to Dominik Drive • Trigger Street - Gunsmith Street to Dexter Drive South Staff will bring back the top list to create a priority list that is ranked. The Board in general stated Nueces Drive and Foster Avenue should move up on the list. Ms. Garza gave a presentation on the shared-use path project priorities. There was general discussion amongst the Board regarding the list order and priority levels. The Board suggested the following changes to the priority list: • Gulf States Utility Easement - Moved up on the list as a priority (#6) and will need to be evaluated further to determine next steps to complete the entire corridor from City of Bryan to south College Station. The priority list includes: • Spring Creek 6 - Bridgewater Drive to Reatta Meadows Park • Harvey Road West (on northside) - Texas Avenue S to SH 6 • Spring Creek 4 – SoCo Apartments to Southern Oaks Park • Spring Creek 5 - Southern Oaks Park to Bridgewater Drive • Bee Creek Tributary B - Holleman Drive to Southland Street • Gulf States Utility Easement – City of Bryan to south College Station AGENDA ITEM NO. 3.6: Presentation and discussion regarding items on future City Council meetings related to biking, walking and greenways. There are no upcoming items related to biking, walking and greenways that staff is aware of at this time. AGENDA ITEM NO. 4: Discussion and possible action on future agenda items. A Bicycle, Pedestrian, and Greenways Advisory Board Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. Box 9960 College Station, Texas 77842 MEMORANDUM DATE: December 20, 2021 TO: Members of the Bicycle, Pedestrian, and Greenways Advisory Board FROM: Venessa Garza, AICP Bicycle, Pedestrian and Greenways Planning Administrator SUBJECT: Sidewalk project priorities Item: Presentation, possible action, and discussion regarding a recommendation on sidewalk project priorities. Background: This item is before the Board to review the top list of sidewalk projects and rank them in priority order. As discussed in October and November, stand-alone sidewalk projects are prioritized initially based on a GIS spatial model and methodology. Priorities are further refined based on previous Board input as well as location. Sidewalks proposed along road corridors that already have a sidewalk on the other side are given a lower priority unless there isn’t a complete connection on one side of the road between pedestrian crossings or there is a worn path that identifies pedestrian activity in that location. The proposed sidewalk projects were reviewed by the Board in November to determine the top projects (10-15) for staff to use in selecting projects to construct as different funding opportunities arise. Funding sources may include local funding (certificates of obligation, sidewalk zones, etc.) and/or federal funding. Based on input provided in November, the Board was interested in ranking the top list in priority order to provide clarification on importance depending on funding sources.
