The city uses a third-party vendor to help host the meeting and if the call-in number is not functioning access will be through the internet link only. 1.Call to Order, Pledge of Allegiance, Consider Absence Request. 2.Hear Visitors. At this time, the Chairperson will open the floor to visitors wishing to address the Commission on issues not already scheduled on tonight's agenda. An individual who wishes to address the Commission regarding any item on the agenda shall register with the Commission Secretary prior to 4 p.m. on the day of the meeting. To register, the individual must provide a name and phone number by calling 979.764.3751 or emailing khejny@cstx.gov prior to 4 p.m. To submit written comments to the Commission, email khejny@cstx.gov and they will be distributed to the Commission. Regular Agenda 6.1 Presentation, discussion, and possible action regarding a waiver request to the Unified Development Ordinance Section 8.3.G, ‘Blocks’ regarding block length requirements in Rural Context Zones and presentation, discussion, and possible action regarding a Preliminary Plan for Williams Creek Reserve on approximately 57 acres, generally located on Rock Prairie Road east of Williams Creek Subdivision. Case #PP2021-000003 Staff Planner Macias presented the waiver request and Preliminary Plan to the Commission and recommended approval. There was no discussion. Commissioner Wright motioned to approve the waiver request and Preliminary Plan. Commissioner Cornelius seconded the motion, motion passed (4-0). 6.2 Public Hearing, presentation, discussion, and possible action regarding an ordinance amending Appendix A, “Unified Development Ordinance,” Section 3.2, “General Approval Procedures,” and Section 3.22, “Comprehensive Plan Amendment,” of the Code of Ordinances of the City of College Page 6 of 15 November 4, 2021 P&Z Meeting Minutes Page 4 of 5 Station, regarding the Comprehensive Plan Amendment Processes and Notifications. Case #ORDA2021-000005 (Note: Final action on this item is scheduled for the November 22, 2021 City Council meeting – subject to change) Staff Planner Albright presented the Ordinance Amendment to the Commission and recommended approval. Acting Chairperson Osborne asked for clarification on what constitutes a major update. Staff Planner Albright stated that an update or evaluation every five to ten years. Director of Planning & Development Services Ostrowski explained that a Comprehensive Plan Amendment came before staff, proposing a land use that would have been eliminated by the current ten-year update, leading to a change in the current ordinance. Acting Chairperson Osborne asked for the length of the Comprehensive Plan Amendment process. Staff Planner Albright stated that the process takes about two months. Commissioner Cornelius asked for the origin of the 200 feet radius notification process. Staff Planner Albright clarified the proposed language matches the current Unified Development Ordinance (UDO) rezoning language that comes from state statute. Commissioner Cornelius asked if the 200 feet notification radius can be clarified as a minimum. Director of Planning & Development Services Ostrowski confirmed that staff add minimum language. Director of Planning & Development Services Ostrowski explained that anyone under the 200 feet notification radius triggers a required super majority City Council vote. Mr. Ostrowski also stated that notifications for neighborhood meetings shall be at least 200 feet, and a larger radius is at discretion of the applicant Acting Chairperson Osborne opened the public hearing. No one spoke. Acting Chairperson Osborne closed the public hearing. Commissioner Cornelius motioned to recommend approval of the Ordinance Amendment as presented.
