This meeting will offer both in-person and remote participation following both the City’s
Guidelines for in-person, virtual attendance, and the speaker protocol in the agenda. The city
uses a third-party vendor to help host the meeting and if the call-in number is not functioning
access will be through the internet link only.

At this time, the Chairperson will open the floor to visitors wishing to address the Board on issues not
already scheduled on tonight's agenda. An individual who wishes to address the Board regarding any
item on the agenda shall register with the Board Secretary prior to 12 p.m. on the day of the meeting.
To register, the individual must provide a name and phone number by calling 979.764.5044 or emailing
gfuentes@cstx.gov prior to 12 p.m. To submit written comments to the Board, email gfuentes@cstx.gov
and they will be distributed to the Board. The visitor presentations will be limited to three minutes in
order to accommodate everyone who wishes to address the Board and to allow adequate time for
completion of the agenda items. The Board will receive the information, ask city staff to look into the
matter, or will place the matter on a future agenda for discussion. (A recording is made of the meeting;
please give your name andaddress for the record.)

Adjournment into Executive Session may occur in order to consider any item listed on the agenda if a

Kathy Langlotz, Joy Chmelar, and Rebecca Brooker.

Chairperson Cunha called the meeting to order at 3:00 p.m.
There were no absence requests for consideration.

There were no visitors who requested to speak.
AGENDA ITEM NO. 3: Agenda Items.
AGENDA ITEM NO. 3.1: Consideration, discussion, and possible action to approve
meeting minutes.
Board Member Langlotz motioned to approve the minutes from September 13, 2021. The
motion was seconded by Board Member Jansen and was approved (5-0).
AGENDA ITEM NO. 3.2: Presentation and discussion regarding the Bicycle,
Pedestrian and Greenways Advisory Board calendar of upcoming meetings.

This meeting will be in person.
AGENDA ITEM NO. 3.3: Presentation and discussion regarding an update on
proposed changes to the Bike Share Ordinance.
Ms. Garza gave a presentation on the proposed changes to the Bike Share Ordinance. The following were items decided on by the City Council:
• Interested in allowing shared electric micro vehicles.
• Switching to a lock-to parking system.
• Interested in allowing both sit-down and stand-up micro vehicles.
• No opinion on wheel size.

• Interested in a pilot area.
• No opinion on fleet size.
• Agreed on 15 mph speed limit.
Ms. Garza will be bringing back a proposed ordinance amendment draft to the BPG board for
further review.
Board Member Higdon asked about the City of Bryan having electric micro vehicles in use in
their area.
Ms. Garza stated she spoke to them about having Blue Duck scooters in downtown and at the Blinn Campus. Overall, Blue Duck has been successful there.
Board Member Brooker asked if fleet size will address the issue of accessibility in certain
areas in the city.
Ms. Garza stated the fleet size does not help address that issue. It will depend the location
of the geofence determined by the company and the City and the availability of bike racks
available for the lock-to system.
AGENDA ITEM NO. 3.4: Presentation and discussion regarding the prioritization process for bicycle and pedestrian projects.
Ms. Garza gave a presentation on the prioritization process for the bicycle and pedestrian
projects.
There was a general discussion amongst the Board regarding the presentation.
AGENDA ITEM NO. 3.5: Presentation and discussion regarding items on future City Council meetings related to biking, walking and greenways.
• Jason Schubert, Transportation Planning Coordinator, will be giving a presentation on
Traffic Congestion Analysis next Thursday – October 28,2021

SUBJECT: Sidewalk project priorities
Item: Presentation, possible action, and discussion regarding a recommendation on sidewalk project priorities.
Background: This item is before the Board to review and update stand-alone sidewalk project priorities and was introduced at the October Board meeting. The Bicycle, Pedestrian and Greenways Master Plan includes nighty
nine (99) sidewalk miles that are proposed in the City limits and the extra-territorial jurisdiction (ETJ). Fifteen (15)
miles are identified as stand-alone projects in areas that are already established. Eighty-four (84) miles will be
constructed with a road project when a road is extended or widened. Proposed stand-alone sidewalk projects will
typically only be added to one side of the road where it is most feasible unless it is a major roadway (thoroughfare).
As discussed in October, stand-alone sidewalk projects are prioritized initially based on a GIS spatial model and
methodology. Priorities are further refined based on previous input from the Board as well as location. Sidewalks
proposed along road corridors that already have a sidewalk on the other side are given a lower priority unless
there isn’t a complete connection on one side of the road between pedestrian crossings or there is a worn path
that identifies pedestrian activity in that location.
The proposed sidewalk projects are then reviewed by the Board to determine the top projects (10-15) for staff to
use in selecting projects to fund as different funding opportunities arise. Funding sources may include local
funding (certificates of obligation, sidewalk zones, etc.) and/or federal funding.
Attached is the list of stand-alone sidewalk projects with a proposed priority order and a Map Book. The list of
projects also includes Map Book page numbers for reference, the priority score from the GIS model, previous
Board priorities identified, the street name, general location, the length of the proposed segment in miles, and
additional information and comments from previous Board input.

SUBJECT: Shared-use path project priorities
Item: Presentation, possible action, and discussion regarding a shared-use path project priorities.
Background: This item is before the Board to review and update stand-alone shared-use path project
priorities and was introduced at the October Board meeting. The Bicycle, Pedestrian and Greenways
Master Plan includes seventy-three (73) miles of shared-use paths that are proposed in the City limits and
the extra-territorial jurisdiction (ETJ). Sixty (60) miles are identified as stand-alone projects. Thirteen (13)
miles will be constructed with road projects.
As discussed in October, stand-alone shared-use path projects are prioritized initially based on a GIS
spatial model and methodology. Priorities are further refined and moved higher or lower on the list based
on several factors. Projects are moved higher on the list: 1) if portions of a share-use path have already
been constructed and there are remaining phases to complete; 2) if planning efforts have begun such as
the completion of a preliminary engineering report; or 3) if funding has been identified based on criteria
set by the funding source available. Projects are moved lower on the list: 1) if facilities exist that can serve
the needs of both bicyclists and pedestrians in the interim; 2) if the property is undeveloped and
easements for the shared-use path are needed; or 3) if the project is in the ETJ.
The proposed shared-use path projects are then reviewed by the Board to determine the top projects (3-
5) for staff to use in selecting projects to fund as different funding opportunities arise. Funding sources
may include local funding (certificates of obligation, parkland dedication funds, etc.) and/or federal
funding.
Attached is the list of stand-alone shared-use path projects with a proposed priority order and a Map
Book. The list of projects also includes Map Book page numbers for reference, the priority score from the
GIS model, previous Board priorities identified, the street name, general location, the length of the
proposed segment in miles and additional information.
