Speaker Protocol  An individual who wishes to address the City Council regarding any item on the agenda other than  those items posted for Executive Session shall register with the City Secretary two (2) hours prior to  the meeting being called to order. Individuals must register to speak or provide written comments at  https://forms.cstx.gov/Forms/CSCouncil or provide a name and phone number by calling 979­764­ 3500. Upon being called to speak an individual must state their name and city of residence, including  the state of residence if the city is located out of state. Speakers are encouraged to identify their  College Station neighborhood or geographic location. Each speaker’s remarks are limited to three (3)  minutes. Any speaker addressing the Council through the use of a translator may speak for six (6)  minutes. At the (3) minute mark the City Secretary will announce that the speaker must conclude  their remarks.  2.Special Items. 2.1.Public Hearing, presentation,  discussion,  and possible  action  on  the  City  of  College  Station  FY2021­2022 Proposed Budget.  Sponsors:Mary Ellen Leonard Attachments:None 3.Adjourn. Relationship to Strategic Goals: Good Governance Financial Sustainability Core Services & Infrastructure Neighborhood Integrity Diverse & Growing Economy Improving Mobility Sustainable City Recommendation(s): Hold public hearing on Proposed Budget and receive citizen input. Provide direction to staff on budget. Summary: The City Charter requires that the City Council call and hold a public hearing on the proposed budget; and that after such public hearing, the Council may insert or decrease items so long as the total of any increases and insertions do not increase the total budget by more than 3%. The Proposed Budget was presented to the City Council on July 8, 2021. Three budget workshops were held to review the proposed budgets on July 19th, July 20th and July 21st. On July 8, 2021, the City Council called a public hearing on the FY2021-2022 Proposed Budget. A notice announcing the public hearing was published in accordance with City Charter and State Law requirements. The FY2021-2022 Budget is tentatively scheduled to be adopted on August 12, 2021.
