Brazos County Commissioner’s Courtroom 200 South Texas Avenue Bryan, TX 77803 AGENDA 1) Welcome and Open Meeting -Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda - Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Minutes from the June 2, 2021 Policy Board Meeting. -Consider adoption - Action Required. (See attachment.) 4) Staff Report • Regional Access Management Standards/Traffic Impact Analysis Requirements • Travel Demand Model • Freeport to Fort Worth Freight Concept 5) FY 2022 – FY 2023 Unified Planning Work Program (UPWP) - Every two years, the Bryan/College Station MPO is required to develop a Unified Planning Work Program (UPWP). The document details the activities and federal funds that MPO staff will use to ensure a continuing, comprehensive and cooperative (3C) planning process for all federal aid-based transportation plans, programs and projects. Many tasks remain unchanged from year to year such as administration, data development (modeling and traffic counts), and maintaining and updating program documents such as the Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (making up much of the short range and MTP planning tasks). Special Studies for the two-year period will include a severe weather transportation resiliency plan, continuing efforts with the Texas Innovation Alliance, completion of the external review of the Regional Access Management Standards, the five-year update of the Public Participation Procedures and the development of a contemporary Limited English Proficiency Plan. Updates from the draft UPWP reviewed in June include new funding tables to reflect changes in County salary and benefit costs and a glossary of MPO acronyms. The TAC has recommended the draft final UPWP to the Policy Board for submission to TxDOT Transportation Planning and Programming and Federal Highway Administration as the official FY 2022 – FY 2023 Unified Planning Work Program. Page 2 6) FY 2021 – FY2024 Transportation Improvement Program (TIP) Amendment Three - Brazos Transit District (BTD) and the City of Bryan are requesting amendments to the TIP. The BTD amendments are for improvements to the main transfer facility on Texas Avenue and use of FY 2021 5339 funds for real estate acquisition. The City of Bryan received a Transportation Alternatives Set Aside (TASA) grant for a shared use path on FM 1179 (Villa Maria Road) from SH 47 to FM 2818. Staff is requesting the TAC approve these amendments and forward the amended TIP to the Policy Board for adoption. Action Required. (See attachment.) 7) The 2021 Kyle Field Traffic Plan Update -Ms. Debbie Albert, Associate Research Engineer with the Texas A&M Transportation Institute will provide an overview of how traffic mitigation plans will operate at home football games in and around Kyle Field. 8) Adjourn
