Relationship to Strategic Goals: Good Governance Financial Sustainability Core Infrastructure and Services Recommendation(s): Staff recommends the Council receive the FY 2020-2021 Proposed Budget presentation. Summary: The City’s charter says the City Manager will prepare and submit a proposed budget to the City Council no later than 30 days prior to the end of the fiscal year. The budget was presented on to Council on July 23rd. These Budget workshop meetings on July 27th, July 28th, and July 29thh are to review the proposed budget, and the key budget decision points in detail. The calendar for the budget process includes a public hearing on August 13th. Adoption of the Budget is scheduled for August 27th. According to the charter, final action on the Proposed Budget must take place on or before September 27th. Budget & Financial Summary: The budget is discussed in detail in this Budget Workshop. Relationship to Strategic Goals: Good Governance Financial Sustainability Core Services and Infrastructure Recommendation(s): Staff recommends Council call the public hearing on a proposed ad valorem tax rate for FY 2020-2021. Summary: The Texas Property Tax Code requires that if an entity wishes to increase tax revenues over the effective tax rate then that entity must call and hold one public hearing on the proposed tax rate. Following each public hearing the City Council must announce the meeting date, time and place to adopt the tax rate. Budget & Financial Summary: The property taxes are used to fund the general debt service of the City as well as a portion of the operations and maintenance costs of the General Fund.
