Brymer City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen MINUTES College Station City Council Special Meeting Monday, November 26, 2001 at 12:00 p.m. City Hall Council Chambers, 1101 Texas Avenue College Station, Texas COUNCILMEMBERS PRESENT: Mayor McIlhaney, Mayor Pro Tern Mariott, Councilmembers Silvia, Massey, Garner, Maloney, Hazen STAFF PRESENT: City Manager Brymer, City Attorney Cargill, Jr., Budget and Strategic Planning Director Kersten, City Secretary Hooks, Public Relations and Communications Manager Cole, Fire ChiefGiordano, OTIS Director Piwonka, Human Resources Director O'Connell Mayor McIlhaney called the meeting to order at 12:10 p.m. Presentation~ discussion, and possible action on the Employee Health Benefits Plan. Vision Statement #1~ Strategy #4, "pursue competitive, cost effective, high aualitv health insurance benefits". The Mayor abstained from the discussion and vote on this item. Mayor Pro Tem Mariott presided. Julie O'Connell HR Director presented council with a list of physicians that utilize CIGNA insurance. She indicated that of the physician's offices contacted, she received positive feedback about CIGNA services. She also noted that the education of employees on CIGNA services was very important to the success in implementing the changes to this HMO. Julie stated that she will also follow-up with council direction in terms of looking at cost effective means to pool insurance coverage with other local governmental entities. Following the presentation, a motion was made by Councilmember Silvia to award the insurance bid to CIGNA with 2002 proposed rates and also set up the insurance fund at the $319.00 rate. Motion was seconded by Councilmember Maloney, which carried unanimously, 6-0-1. Council Special Meeting 11/26/01 Page 2 FOR: Mariott, Silvia, Hazen, Massey, Garner, Maloney AGAINST: None ABSTENTION: McIlhaney Councilmembers expressed to staff their appreciation for a job well done and their ongoing support with the employees' well being as a priority of this council. Aeenda Item No. 2 -- Executive Session. At 12:30 p.m., Mayor Mcllhaney announced that the City Council would convene into executive session pursuant to Section 551.071 of the Open Meetings Act to consult with the City Attorney. Consultation with Attorney {Gov't Code Section 551.071 }; possible action The City Council may seek advice from its attorney regarding a pending and contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion the City Council may need information from its attorney as to the status of a pending or contemplated litigation subject or settlement offer or attorney-client privileged information.
