COUNCILMEMBERS PRESENT: Mayor McIlhaney, Mayor Pro Tern Mariott,
Councilmembers Massey, Silvia, Garner, Hazen, Maloney
STAFF PRESENT: City Manager Brymer, Assistant City Manager Brown, City
Attorney Cargill, Jr, Public Communications and Marketing Manager Cole, Budget
Analyst Alexander, OTIS Director Piwonka, Economic Development Director Foutz,
Budget and Management Manager Kersten, City Secretary Hooks
Agenda Item No. 1 - Call to Order.
Mayor McIlhaney called the special meeting to order at 12:00 p.m. with all
councilmembers present.
Agenda Item No. 2 -- Presentation~ discussion and possible action on the proposed
City of College Station FY 2001-2002 ad valorem tax rate of $0.4777 per $100
valuation.
Budget and Strategic Planning Director Jeff Kersten made a brief presentation on the
proposed tax rate necessary to support the FY 02 budget. The rate included $0.1864 for
support of the general fund operations and maintenance and $0.2931 for support of the
General Debt Service Fund. Council held a public hearing on the proposed tax rate on
September 13 and scheduled the vote on the tax rate for this date. Mr. Kersten
presented a ten-year history of the city's tax rates.
Mayor McIlhaney opened the public hearing.
Dick Birdweil of 3 Forest Drive came forward to encourage the City Council to provide
an opportunity for the citizens to vote on tax increases for capital projects.

No one else spoke. Mayor McIIhaney closed the public hearing.
Councilman Silvia mentioned that he received a call from Gale Touchstone who
expressed opposition to the tax rate increase at this time.
Mayor Pro Tem Mariott moved approval of Ordinance No. 2521 adopting the tax rate of
$0.4777 per $100 taxable valuation. Councilman Garner seconded the motion which
carried unanimously, 7-0.
Agenda Item No. 3 -- Presentation~ discussion~ and possible action authorizing the
City Manager or his designee to enter into negotiations with TAC Realty and
Crestline Hotels and Resorts~ Inc. for a hotel/conference center management
aereement.
Economic Development Director Kim Foutz presented information about the proposed
hotel management company, Crestline.
Councilman Maloney made a motion to designate Crestline as the selected hotel operator
and authorize city management to enter into negotiations with Crestline Hotels & Resorts
and TAC Realty for a management agreement.
Motion seconded by Councilman Silvia which carried unanimously, 6-0-1.

AGAINST: None
ABSTAIN: Garner
