Brymer City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen MINUTES College Station City Council Special Meeting Friday, September 21, 2001 at 12:00 p.m. City Hall Council Chambers, 1101 Texas Avenue College Station, Texas COUNCILMEMBERS PRESENT: Mayor McIlhaney, Mayor Pro Tem Mariott, Councilmembers Massey, Maloney, Silvia COUNCILMEMBERS ABSENT: Hazen and Garner STAFF PRESENT: City Manager Brymer, Asst. City Manager Brown, City Secretary Hooks, City Attorney Cargill, Jr., Economic Development Director Foutz A~enda Item No. 1 -- Call to Order Mayor McIlhaney opened the meeting at 12:00 p.m. Auenda Item No. 2 -- Executive Session Mayor Mcllhaney announced that the City Council would convene into executive session pursuant to Section 551.087 of the Open Meetings Act to consider economic development negotiations. Economic Incentive Negotiations {Gov't Code Section 551.087}; possible action The City Council may deliberate on commercial or financial information that the City Council has received from a business prospect that the City Council seeks to have locate, stay or expand in or near the city with which the City Council in conducting economic development negotiations may deliberate on an offer of financial or other incentives for a business prospect. After executive session discussion, any final action or vote taken will be in public. The following subject(s) may be discussed: ao Hotel/Conference Center · Infrastructure agreement between TAC Realty Inc., College Main Apartments, Ltd., and City of College Station · Reciprocal Operating Agreement between TAC Realty Inc. and the City of College Station Special Council Meeting 9-21-01 Page 2 Council concluded it executive session. They returned to open session at 1:45 p.m. Agenda Item No. 3 - Presentation~ discussion and possible action on an Infrastructure A~reement between the City of College Station~ TAC Realty Inc. and College Main Apartments. Economic Development Director Kim Foutz discussed Items No. 3 and 4. She highlighted main points in the infrastructure agreement and the reciprocal operating agreement. Jim Plummer, the city's outside legal counsel described the provisions for tax exempt bonds. Ms. Foutz concluded her presentation. A~,enda Item No. 4 -- Presentation~ discussion and possible action on a Reciprocal Ooeratin~, Agreement between the City of College Station and TAC Realty Inc. for the Highway 30/60 corridor hotel and conference center proiect. Mayor Pro Tem Larry Mariott moved approval of the Infrastructure agreement and Reciprocal Operating Agreement between the City of College Station and TAC Realty, Inc. as presented by staff. Motion seconded by Councilman Massey, which carried unanimously, 5-0. FOR: McIlhaney, Mariott, Massey, Maloney, Silvia ABSENT: Garner and Hazen Mayor McIlhaney thanked all parties involved in the process. Aeenda Item No. 5 -- Ad[ourn.
