Mayor Pro Tem Mariott opened the meeting at 3:07 p.m.

Budget and Strategic Planning Manager Jeff Kersten described key budget items in the
proposed Hotel/Motel Fund, Wolf Pen Creek TIF Fund, Utility Billing Fund, Internal
Services Funds, Equipment Replacement Fund, and Combined Insurance Fund.
Councilmembers discussed various budget items within these funds.
Coun¢ilmembers asked questions about the CVB and Sports Foundation budget
allocations.
Mayor Mcllhaney left the room during discussion of the employee benefits fund.
Human Resources Director Julie O'Connell provided information on issues associated
with the employee benefits fund and workers compensation fund. She described factors
regarding CIGNA Healthcare plan. She also discussed the bidding process for a fully
funded plan. Ms. O'Connell continued to explain the effect on employees' contributions
to the fully funded plan and the impact on budget for 2002. The city planned to hire an
outside consultant as an objective third party to analyze the bids.

Council directed staff.to proceed with request for bids for a fully funded benefits plan for
the 2002 calendar year.
Mayor McIlhaney returned to the meeting.
Comments were made about the representative art and the funding sources.
No additional discussion was held. No action was taken.

Mayor McIlhaney announced that the City Council would convene into executive session
pursuant to Section 551.071 of the Open Meetings Act, to seek the advice of our attorney.
