Brymer City Council James Massey Ron Silvia Winnie Garner Dennis Maloney Anne Hazen MINUTES COLLEGE STATION CITY COUNCIL Retreat at Del Lago Conference Center Monday, May 14 and Tuesday, May 15, 2001 Montgomery, Texas Mayor McIlhaney called the meeting to order at 10:18 a.m. Present were: Mayor Pro Tern Mariott, Councilmembers Massey, Silvia, Hazen, Maloney, Garner The City of College Station Management Team present were: City Manager Tom Brymer, City Attorney Cargill, Jr., City Secretary Hooks, Assistant City Manager Brown, Assistant to the City Manager Brandenburg, OTIS Director Piwonka, Development Services Director Callaway, Public Utilities Director Woody, First Assistant City Attorney Nemcik, Asst. Public Communications and Marketing Manager Roberts, Strategic Planning and Budget Manager Kersten, Economic Development Director Foutz, Public Works Director Smith, Police Chief Feldman, Fire Chief Giordano, PARD Director Beachy, Human Resources Director O'Connell, BVSWMA Director Smith, Finance Director Cryan City Manager Brymer welcomed everyone. He established the meeting's focus for council's review of the 2001 strategic plan and new strategies for 2002. Mr. Brymer emphasized the importance of planning for services to the citizenry in ten years or more. Jeff Kersten explained the key components of a strategic plan and implementation plans. He described the ranking criteria for city council members to utilize in focusing on important plans for the upcoming fiscal year. Council recessed for a break at 10:50 a.m. They returned at 11:07 a.m. Council reviewed the current vision statements. The council agreed to change the language in each vision statement to include that the "citizens will benefit from .... ". Many of the strategies listed under each vision statement were also changed. Several existing strategies were deleted. Council recessed for lunch at 12:10 p.m. They returned at 12:40 p.m. Council continued their review of the vision statements and existing strategies. Council also added new strategies. Council Retreat May 14-15, 2001 Page 2 Council recessed the meeting at 5:00 p.m. on Monday, May 14, 2001. Mayor McIlhaney reconvened the meeting at 8:35 a.m. on Tuesday, May 15, 2001. Council discussed the pros and cons of a new tax rate to fund several capital projects. Council recessed for a break at 9:50 a.m. They returned at 10:10 a.m. Council prioritized the strategic issues. The changes were incorporated and filed as an attachment to these minutes. Council recessed for lunch at 11:50 a.m. They returned at 12:50 p.m. A "parking lot" list was identified by council. This list contained issues that may or may not become a strategy. Some of the parking lot issues acknowledged were: · Address incentives for new park · Traffic Safety Enforcement placement issues · Three year council terms · City owned land options · Senior housing · Safety Programming (Media) The above mentioned list were items of importance to council, yet the most critical items for council in the upcoming year focused on the following: · Additional work on Veterans Park · · Conference Center · · City Center · Parks Maintenance Performing Arts Center Road Projects (Greens Prairie, Southside, Eastgate) Staffwas directed to bring back options for funding sources on these projects. Council briefly discussed the travel policy and changes to the procurement procedures. Also discussed was the council meeting procedures. Changes were made on the public hearing process for zoning issues. No changes were noted in the council relations policy. No additional discussion was held.
