Agenda Item No. I - Call to order.
Mayor McIlhaney called the special meeting to order at 3:00 p.m. Ail councilmembers were
present.
Agenda Item No. 2 - Executive session.
At 3:02 p.m. Mayor McIlhaney announced that the council would convene into executive session
pursuant to Section 551.074 of the Open Meetings Act to consider the evaluation of public
officers.

Agenda Item No. 3 - Final action on Executive Session, if necessary,
Council returned to open session at 5:50 p.m. No action was taken.
Agenda Item No. 4 - Presentation. discussion and possible action on council appointed
boards and committees.
Council held discussion on the Cemetery Committee, Historic Preservation Committee, Senior
Advisory Committee, and Wolf Pen Creek Design Review Board.

Mayor Pro Tern Mariott suggested delaying the appointments of the Wolf Pen Creek Design
Review Board and Facade Improvement Committee until the code review consultant brings forth
his recommendations on committees outlined in the development codes.
The City Manager and council discussed the role of the Cemetery Committee and the need to
educate the entire board. Mayor McIlhaney suggested amending the ordinance adding a section
requiring all committee members to attend orientation. Councilman Garner suggested including
orientation information on the application. Mayor Pro Tem Mariott recommended having a
policy in place making it mandatory that all committee members attend orientation before they
are sworn in. This included reappointments as well.
Councilman Maloney informed the council that the Historic Preservation Committee is now
staffed by the Planning office. The scope of the committee has broadened to include
conservation and gentrification of neighborhoods. Mayor Mcllhaney suggested putting the
Historic Preservation Committee under the Planning and Zoning Commission. Councilman
Maloney disagreed. He emphasized the importance of the Planning and Zoning Commission and
HPC members communicating on various issues, but he did not feel that the P&Z should appoint
the HPC.
City Manager Brymer agreed with appointing a Planning and Zoning Commissioner to serve on
the Historic Preservation Committee for communicating purposes.
Councilman Garner recommended written guidelines to make the Historic Preservation duties
more restrictive to provide that the members work more closely with the Planning and Zoning
Commission.
The Council agreed with appointing a Planning and Zoning Commissioner to the Historic
Preservation Committee. Mayor McIlhaney indicated ifa conflict occurs the council could
change the policy.
The council decided that a general orientation session for all committee members should take
place this summer as well as an orientation conducted by department heads on specific duties
and responsibilities of each board. No other action was taken.
Agenda Item No. 5 - Presentation. discussion and possible action regarding a College
Student Advisory Committee.
Mayor McIlhaney explained that this item derived from a previous function she had with the
TAMU student senate. The students suggested the formation of a committee to meet with
various departments. The purpose of the meetings would be to inform the students on various
policies. It is also a good way to receive feedback from the students regarding problem areas.
Leadership should come from various groups such as MSC Student Body, International Students
Association, Student Senate, Fraternities and Sororities. A sunset clause should be set forth to
end the committee if no efforts are made by the students. Staff would meet with the students
during the school year. Staff will work on the establishment of this committee and bring back
for council consideration.

Agenda Item No. 6 - Presentation. discussion and possible action on Council policy and
procedures.
Mayor Pro Tem Mariott recommended a formal process on how the council communicates
during council meetings.
City Manager Brymer asked the Council to inform him when they contact a department head on
general issues. Also, if agenda item coversheets are not clear, please notify him.
Mayor Pro Tem Mariott stated that if information is needed from the staff the direction should
come from council as a whole if it would take up a lot of staff time.

Having no further business and hearing no objections, the special meeting was adjourned at 6:15
p.m.
