HomeMy WebLinkAbout05/20/2019 - Regular Minutes - Bicycle, Pedestrian, and Greenways Advisory Board MINUTES BICYCLE, PEDESTRIAN, AND GREENWAYS ADVISORY BOARD Monday, May 20, 2019 3:00 PM College Station City Hall 2nd Floor Conference Room 1 1101 Texas Avenue College Station, Texas, 77840 MEMBERS PRESENT: Linda Harvell, Tina Evans, Rebecca Brooker, Jorge Sanchez, Kyle LeBlanc MEMBERS ABSENT: MiChal Hall and Dennis Jansen STAFF PRESENT: Bicycle, Pedestrian, and Greenways Senior Program Manager Venessa Garza, Assistant Director Molly Hitchcock and Board Secretary Robin Macias AGENDA ITEM NO. 1: Call to Order. Chairperson Harvell called the meeting to order at 2:59 p.m. AGENDA ITEM NO. 2: Hear Visitors. Robert Rose spoke regarding House Bill 962. He believes the Bill will not move forward during this session. He stated he would like the board to make a recommendation to City Council to pass a local safe passing ordinance like other prominent Texas cities. AGENDA ITEM NO. 3: Consideration, discussion, and possible action to approved meeting minutes. Board Member Sanchez motioned to approve the meeting minutes from April 15, 2019. The motion was seconded by Chairperson Harvell and was approved (5-0). AGENDA ITEM NO. 4: Presentation and discussion regarding an update on the following items: • TAMU Bicycle Share Program • Board Member Duties There was no update regarding the TAMU Bicycle Share Program. Assistant Director Hitchcock gave an update regarding board member duties. There was general discussion amongst the board regarding the duties of the board. AGENDA ITEM NO. 5: Presentation and discussion regarding bicycle safety. Senior Program Manager Garza shared with the board the presentation regarding bicycle safety presented at the May 13th City Council meeting. Engineering, education and enforcement solutions were provided. There was general discussion amongst the board regarding bicycle safety. AGENDA ITEM NO. 6: Presentation and discussion regarding separated bike lanes. Senior Program Manager Garza gave an update regarding a report produced by Kimley-Horn regarding different types of separated bike lanes with the update to the Master Plan. She also showed the board pictures of a separated bike lane that was recently constructed on a section of Lakeway Drive in front of the Midtown Development. There was general discussion amongst the board regarding separated bike lanes. AGENDA ITEM NO. 7: Presentation and discussion regarding the Bicycle, Pedestrian, and Greenways Advisory Board calendar of upcoming meetings. • June 6, 2019 ~ Planning and Zoning Commission Meeting ~ City Hall, Council Chambers, 1101 Texas Avenue ~ 6:00 p.m. • June 17, 2019 ~ Bicycle, Pedestrian, and Greenways Advisory Board ~ City Hall, City Hall 2nd Floor Conference Room 1, 1101 Texas Avenue ~ 3:00 p.m. AGENDA ITEM NO. 8: Possible action and discussion on future agenda items – A Bicycle, Pedestrian, and Greenways Advisory Board Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. The board asked for additional discussion regarding the safe passing ordinance and the safe routes to school program. AGENDA ITEM NO. 9: Adjourn.
