Call the meeting to order. Planning Administrator Justin Golbabai called the meeting to order at 5:30 p.m. 2. Presentation and discussion regarding the Comprehensive Plan evaluation and appraisal process, the role and opportunities of the Comprehensive Plan Evaluation Committee (CPEC) to participate in the process, and identification of key process stakeholders. Planning Administrator Golbabai introduced the committee. Each Committee Member introduced themselves. Jamie Greene, a consultant from Planning Next, gave a description on the role of Planning Next. Planning Next consultant Greene gave a presentation regarding the process of updating the Comprehensive Plan, the role of the Committee and the strategy Planning Next will use to gather data. There was brief discussion amongst the Committee regarding opportunities for outreach, issues within the community and people who may not be represented. The Committee listed a few groups who may be missing from the stakeholder list. A detailed summary of the meeting are provided below as an attachment. 3. Trespasar Portando Armas de Mano al Aire Libre con Licencia. “Conforme a la Seccion 30.07 del codigo penal (traspasar portando armas de mano al aire libre con licencia), personas con licencia bajo del Sub-Capitulo H, Capitulo 411, Codigo de Gobierno (Ley de licencias de arma de mano), no deben entrar a esta propiedad portando arma de mano al aire libre” MEETING SUMMARY: CPEC Meeting 1 June 7, 2019 The following is a summary of the first comprehensive plan evaluation committee for College Station’s 10-year Comprehensive Plan Evaluation process conducted on June 4, 2019. Introductions: One Word During introductions, CPEC members were asked to describe their feelings about being a part of the process in one word. Overwhelmingly, the words were positive in nature and captured the dedication these individuals have toward College Station. Below is a collection of the words in the order in which they were recorded. Excited Hopeful Optimistic Honored Quest Pleased Interested Intrigued Objective Grateful Pragmatic Curious Inquisitive Discussion: Opportunities that the plan should address After an introduction of team members, providing an overview of the plan and process, CPEC members were asked to discuss what they thought were key opportunities for the process to address. Below are the main ideas that emerged through the activity. Generally, the group felt that the plan needs to address infrastructure, accessibility of spaces and to people, and expanding opportunity beyond the university. 1. Census Count? (Leverage outreach) 2. City Council / Mayor elections fall 3. East-West connectivity, particularly challenging during traffic peak times 4. South/west utility infrastructure limits a. Where to invest in infrastructure b. There are multiple providers - boundaries not co-terminus 5. Bike safety/accessibility 6. Strategic annexation 7. Consider current goals/objectives 8. Consider more publicly accessible/simpler plan 9. Housing affordability/ understand and address 10. Broaden mobility options 11. What is our community identity university town? Or more 12. Experiences/amenities not tied to university 13. Are we providing “quality of life” 14. Consider economics and market 15. Consider student housing- density and where Discussion: Stakeholders CPEC members were asked to determine additional stakeholders or groups to engage directly for the evaluation process after a brief discussion of what types of groups in College Station should be targeted. Below are the additional groups that the CPEC members thought would be valuable assets to engage. The list is diverse in the interest of each group and can provide unique, critical guidance throughout the evaluation process. 1. Collaborate with ISD (charters), TAMU, and the University System 2. Railroads 3. Public safety EMS 4. Apartment association 5. Faith community 6. TxDOT, City of Bryan, and Brazos County 7. Students 8. Commercial businesses (large and small) 9. Healthcare 10. Public works Discussion: Communications/Outreach During group conversation, there was a brief discussion of upcoming dates with activities in College Station that the process could use for exposure and public awareness. The first home football game for TAMU and the Independence Day festivities were mentioned as possible opportunities. 1. July 4, Independence Day 2. August 29, Home Football Game
