The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. January 27, 2011 Workshop Agenda Item No. 2 Animal Shelter Operations, Current and Future To: Glenn Brown, City Manager From: Jeff Capps, Chief of Police Agenda Caption: Presentation, possible action, and discussion regarding an update on the status of the animal shelter and the available options for Animal Control in 2011. Relationship to Strategic Goals: Goal I.8 Evaluating Public Safety Needs. Goal I.1 Spending tax payer money efficiently. Recommendation(s): Seeking Council Direction. Summary: This will be a discussion as it relates to our current and future contracts with the Brazos Animal Shelter. We will also provide an update as to the direction the City of Bryan is moving towards as it relates to shelter operations for its Animal Control. Finally, we will provide possible options available for the City of College Station’s animal shelter needs as we move forward in 2011. Staff is seeking Council Direction as to what option they wish the City to seek for our future animal shelter needs. Budget & Financial Summary: Unknown at this time. Attachments: 5 January 27, 2010 Workshop Agenda Item No. 3 Bryan-College Station Convention and Visitors Bureau Reward Program To: Glenn Brown, City Manager From: David Gwin, Director of Economic and Community Development Relationship to Strategic Goals: Goal I.10 Hotel/Motel tax utilization for eligible projects Agenda Caption: Presentation, possible action, and discussion regarding the CVB’s reward program. Recommendation(s): Staff recommends that the City Council receive the presentation and provide any desired input or direction in this regard. Further, staff recommends approval if a pro rata amount is also approved by the city of Bryan and Brazos County. Summary: The Bryan-College Station Convention and Visitors Bureau has developed a new program that incentivizes meeting planners to book qualified meetings or events in the two cities. Upon registration of a lead with the CVB and once a qualifying meeting has been booked, then confirmed, the planning group may qualify to receive a monetary reward from $500 up to $3,750. The reward can then be used to offset the cost of the qualifying event. The total incentive amount is dependent upon the number of room nights utilized during the meeting and is paid post-event. The meeting must be booked during the 2011 calendar year and is required to take place within five years of the booking. The aim of this program is to bring more meetings and conference attendees to the area. According to the CVB, attendees contribute an average of nearly $205 per day to the local economy and on average stay for 2.5 days. Budget & Financial Summary: Incentives will be funded from the Hotel Tax Fund and would be paid after occurrence of the event. An initial total budget of $50,000 is proposed and each entity would be expected to commit their pro rata share of HOT funding. Official Rules and Regulations The Bryan-College Station Convention & Visitors Bureau (CVB) is sponsoring the "Relax, put your feet up, and enjoy the REWARDS of Bryan-College Station " promotion designed to offer an incentive to sports, corporate, association, and other meetings and/or to encourage organizations to host meetings and events in Bryan-College Station. Bryan-College Station offers: 1. All participants must register the lead with the Bryan-College Station CVB. Registration information shall include: a. Contact information for the Meeting Planner (the person responsible for planning the meeting); b. The name of the meeting, including the estimated dates, estimated room nights and the estimated number of people in attendance; and 2. Once the lead has gone through the CVB and the meeting has been booked, the meeting planner shall notify the CVB, and include details such as the name, date, room nights, and location of the meeting. Failure to notify the CVB in advance may result in a delay in issuing the donation. 3. Minimum qualifications to participate include, but are not limited to, the following: a. The lead shall be registered through the Bryan-College Station CVB; b. The meeting or event must be new to Bryan-College Station or held in Bryan-College Station prior to 2008; c. Must consume a minimum of 100 room nights; 7 d. The conference or meeting must be booked between January 1, 2011 and December 31, 2011 and shall take place within 5 years of booking date; e. The room nights shall be consumed at a hotel located in Bryan-College Station. 4. Upon completion of the Bryan-College Station meeting/event, the group will be entitled to receive a check in an amount as determined by the number of room nights utilized during the meeting. a. Increments are as follows: i. 100-249 room nights = $500.00; ii. 250-499 room nights = $1,250.00; iii. 500-749 room nights = $2,500.00; and iv. 750+ room nights = $3,750.00. b. No substitutions of incentives are allowed. c. Cash credit is based on actualized room nights picked up within the group block; and d. Will be paid out post-event. 5. General Terms and Conditions: a. The "Relax, put your feet up, and enjoy the REWARDS of Bryan College Station" program offer and room rate is subject to availability and can be discontinued any time without prior notice; b. Cannot be used in combination with any other offer, promotion, or discount; c. The ultimate contract is between the Meeting Planner and the meeting facility. The CVB only provides information and acts as a facilitator in providing this incentive. d. Liability: The Bryan-College Station Convention & Visitors Bureau, Brazos County, and its employees will not be held liable for any action of the participant or the Meeting Planner.
