March 8, 2011 Special Agenda Item No. 4 Draft Annexation Service Plan and Updated Fiscal Impact Analysis To: David Neeley, City Manager From: Bob Cowell, AICP, CNU-A, Director of Planning & Development Services Agenda Caption: Presentation, possible action, and discussion regarding the draft annexation service plan and updated annexation fiscal impact information for the Wellborn area. Relationship to Strategic Goals: Financially Sustainable City Providing Response to Core Services and Infrastructure, Neighborhood Integrity, and Diverse Growing Economy Recommendation(s): Staff recommends that the Council provide direction to staff regarding any desired changes to the draft annexation service plan. Summary: Prior to the annexation public hearings, scheduled for March 22ntl and March 24th, staff wants to present a draft version of the annexation service plan to the City Council. The primary purpose of this special workshop meeting is to familiarize the Council with the contents of the annexation service plan, present updated information regarding annexation costs and revenues, and receive any feedback or direction that the Council may have. A map of the proposed annexation area has been attached for reference as well as a timeline for completion of the annexation process.
