Planning Administrator Golbabai provided updates on Plan of Work items such as upcoming presentations on roundabout policies and Greens Prairie Road developments, upcoming ordinance amendments, Comprehensive Plan stakeholder meetings, and the Comprehensive Plan Evaluation Committee. 4.4 Presentation, discussion, and possible action regarding an update of upcoming capital improvements and developments along the Greens Prairie Road West and Arrington Road corridors and their anticipated traffic impacts. Transportation Planning Coordinator Schubert presented this item to the Commission which provided an overview of completed and upcoming capital projects and upcoming developments in the area. July 18, 2019 P&Z Meeting Minutes Page 2 of 5 Chairperson Kee asked about the anticipated use of The Ranch at Arrington apartment development. Transportation Planning Coordinator Schubert stated that the property is marketed as luxury apartment housing. Commissioner Guerra asked about the Greens Prairie Road at Arrington Road intersection and the Traffic Impact Analysis (TIA) level of service results. Transportation Planning Coordinator Schubert stated that the level of service for this intersection is currently rated at level C, and would reach a level F in the year 2040, when using a 5% growth factor. Commissioner Christiansen asked for a status on Brazos County construction plans for Arrington Road. Transportation Planning Coordinator Schubert stated that Brazos County improvements to Arrington Road are currently under construction, and are scheduled to be complete by next month. Commissioner Mather asked for any quantitative feedback to show that the traffic relief of Mesa Verde has helped the area. Senior Planner Constantino stated that the right-of-way is part of the plat and will be dedicated with the plat. Commissioner Mather motioned to approve Consent Agenda item 5.3. Commissioner Christiansen seconded the motion, motion passed (4-0). 7. Presentation, possible action, and discussion regarding a waiver request to the Unified Development Ordinance Section 8.3.G.2 ‘Blocks,’ and a presentation, discussion, and possible action regarding a Preliminary Plan for Midtown Reserve Subdivision and Midtown City Center Subdivision on approximately 224.64 acres, generally located on the south side of Rock Prairie Road East, approximately 1,180 feed east of Medical Avenue. Case #PP2019-000002 Senior Planner Chafin presented the waiver request and Preliminary Plan to the Commission, recommending approval. Commissioner Guerra asked about the private road along the private access easement. Mr. Guerra asked if parking along the private road will be provided. Commissioner Guerra motioned to approve the waiver request and Preliminary Plan as presented, citing that all criteria have been met. Public Hearing, presentation, discussion and possible action regarding an ordinance amending Appendix A, “Unified Development Ordinance,” Article 9, “Nonconformities,” Section 9.4, “Nonconforming Lots of Record” of the Code of Ordinances of the City of College Station, Texas, by adding Subsection F, “Lots Made Nonconforming by Annexation”. Case #ORDA2019-000007 (Note: Final action on this item scheduled for the August 8, 2019 City Council Meeting – subject to change) Staff Planner Halle-Schramm presented the Ordinance Amendment to the Commission and recommended approval. Christiansen asked for the number of non-conforming lots currently in the City. Director of Planning & Development Services Prochazka stated that the number is unknown, but staff knows of at least one existing subdivision annexed into the City with lots that do not meet the Rural zoning assigned during annexation. Case # REZ2019-000007 (Note: Final action of this item will be considered at the August 8, 2019 City Council Meeting - Subject to change.) Recommendation: Staff recommends approval of the request. Summary: The applicant is requesting to rezone the subject property from GS General Suburban to MF Multi-Family. The subject property is bounded on the north by Harvey Mitchell Parkway S. (FM2818) and on the east, south, and west by the MF Multi-Family portion of the Bertrand Subdivision. It is the applicant’s intent to incorporate the subject property into the multi-family development plans for the Bertrand Subdivision. REVIEW CRITERIA 1. Whether the proposal is consistent with the Comprehensive Plan: The subject property is designated as Urban on the Comprehensive Plan Future Land Use and Character Map. The Urban land use designation is intended for areas that should have a more intense level of development activity typically consisting of high density residential and mixed-uses. The adjacent properties to the east, south, and west are also designated as Urban in the Comprehensive Plan. In addition to the Future Land Use designation, the subject property is also within the Harvey Mitchell District. This district promotes development of an urban area that incorporates natural features and design elements that enhance a major entryway into the core of the City. The request to rezone the property from GS General Suburban to MF Multi-Family is consistent with the Comprehensive Plan. 2. Whether the uses permitted by the proposed zoning district will be appropriate in the context of the surrounding area: The proposed change in zoning will allow more intense development. The MF Multi-Family zoning district is flexible and allows for attached and detached single-unit dwellings, two- unit dwellings, multi-family buildings, and optional mixed-use development. The intent of the rezoning is to consolidate the subject property with the MF Multi-Family zoned Bertrand Subdivision which surrounds it to the east, south, and west. Along Harvey Mitchell Parkway S., between Texas Ave. and State Highway 6, properties are zoned GC General Commercial, O Office, T Townhouse, and GS General Suburban. Many of the properties within the corridor are currently undeveloped, but the underlying zoning entitles these properties to develop with more intense land uses. The existing GS General Suburban zoning on the subject property is a less intense zoning designation compared to the zoning of surrounding properties on the south side of Harvey Mitchell Parkway S. The continuation of existing single-family development in this area is not appropriate for the high-classification of the road and the surrounding transition to commercial and higher density residential developments. Amending the zoning to MF Multi-Family zoning is consistent with the anticipated land uses for this area. 3. Whether the property to be rezoned is physically suitable for the proposed zoning district: The property has frontage and takes access to Harvey Mitchell Parkway S., which is a planned six-lane major arterial. The proposed rezoning to MF Multi-Family is suitable for the higher densities and more intense land uses that a major arterial can support. It is the applicant’s intent to incorporate the subject property into the larger Bertrand Subdivision to create a contiguous block of MF Multi-Family zoned property. The subject property is not in the FEMA floodplain. The subject property is physically suitable for the proposed zoning district. 4. Whether there is available water, wastewater, stormwater, and transportation facilities generally suitable and adequate for uses permitted by the proposed zoning district: The subject property is currently served by College Station water and wastewater. Water service is available along Harvey Mitchell Parkway S. Sanitary Sewer service is available along the Bee Creek Tributary that is planned to be upsized with an upcoming CIP project. Development is currently limited on the amount of units that can connect to the existing sewer main until it is upsized in line with the Wastewater Master Plan. The upcoming CIP project is planned to be completed before full development of the Bertrand Subdivision. This CIP project is slated to start at the end of July 2019. All other infrastructure appear to have adequate capacity to serve the proposed rezoning. The subject property is in the Bee Creek Drainage Basin and drains to the Bee Creek Tributary. Detention will be required with site development. Drainage and other public infrastructure required with site development shall be designed and constructed in accordance with the B/CS Unified Design Guidelines. The Traffic Impact Analysis (TIA) from the adjacent Bertrand Subdivision was updated with this rezoning request to incorporate the subject property into the larger development. Harvey Mitchell Parkway S. (FM2818) is a TXDOT road and permits will be required for future driveway access. TXDOT has requested a dedicated right-turn-lane into the Bertrand Subdivision, which transverses the subject property. The details of this driveway access and the associated permits will be finalized during the site planning process. Separately from this rezoning request, the larger Bertrand Subdivision includes the initial extension of Dartmouth Street across Harvey Mitchell Parkway S. that will eventually extend to Texas Avenue to align with Brothers Boulevard. 5. The marketability of the property: The proposed rezoning creates a contiguous block of MF Multi- Family zoned property. The applicant is proposing to incorporate the subject property into the larger Bertrand Subdivision development and provide access from Harvey Mitchell Parkway S. into the subdivision through the subject property.
