Planning Administrator Golbabai presented the 2018 P&Z Plan of Work and 2019 Draft P&Z Plan of Work to the Commission stating that the Middle Housing zoning district and alternative transportation presentation have been added as items to the 2019 Draft Plan of Work. Chairman Kee mentioned additional Plan of Work possibilities including a legislative update, the City’s roundabout policy and parkland fee ordinance amendment. 9. Presentation, discussion, and possible action regarding a recommendation on Planning & Zoning Commission appointments to the Comprehensive Plan Evaluation Committee (CPEC). Chairman Kee recommended Commissioners Christiansen and Osborne as appointments to the CPEC. Commissioner Guerra expressed interest in serving on the CPEC. Commissioner Cunah expressed interest in serving on the CPEC. Commissioner Oldham motioned to recommend Commissioners Osborne, Cunah & Christiansen as appointments to the CPEC, with Commissioner Guerra as an alternate if one of the recommended members were unable to serve as a representative on the committee. Commissioner Mather seconded the motion. There was general discussion. The motion passed (7-0). 10. Presentation, discussion, and possible action regarding an update on Commercial Preservation and City-initiated commercial rezonings. Director of Planning & Development Services Prochazka presented some background information and an update to the Commission on the item. Ms. Prochazka also presented the selected areas of commercial preservation within the City limits, which will be brought forward for action by members of staff. Director of Planning & Development Services Prochazka stated that there is no set timeline, however the Parulian tract should be heard by summer’s end. Commissioner Cunah asked about the Parulian property and the future of the existing residents of the current development. Director of Planning & Development Services Prochazka stated that with a rezoning the current residents would not be affected until the property owner decided to redevelop. Ms. Prochazka further stated that at this time, the property is non-conforming. 11. The preliminary plan also includes approximately 14 acres of common area, 5 acres of right- of-way dedication, and 18 acres of parkland dedication. A portion of the parkland dedication is located within floodplain that bisects the subdivision. The development has frontage to State Highway 6 and Lakeway Drive, and proposes right-of-way dedication for the future extension of Bird Pond Road and the proposed Midtown Loop. Parkland Dedication Parkland development fees of $467 per bedroom will be due at time of building permit for a future multi-family senior housing project intended for the PDD Planned Development District. Parkland development fees of $737 per dwelling unit will be due at time of final plat for a future lots zoned R Rural. Approximately 18 acres of parkland are proposed to be dedicated with the final plat for Phase One, of which 7.4 acres is located within FEMA regulated 100-Year Floodplain. The Parks Board recommended approval of the parkland dedication at their February 12th meeting. The proposed final plat is consistent with the approved PDD by platting 61 single-family lots and three common areas. The housing will be built according to a zero lot line pattern which requires a 7.5 foot building separation and dedicated maintenance easement between structures. The internal lots do not have frontage to a public street, per the PDD, but instead take access off a private access easement that will be maintained by the Estates on Holleman Property Owners Association. This final plat also includes a 0.004 acre right-of- way dedication at the corner of Holleman Drive and Lassie Lane. Lassie Lane will undergo sidewalk improvements with this plat as well. The meritorious modifications associated with the current PDD are listed on the final plat as follows: -Section 5.2 Residential Dimensional Standards: -Lots along Holleman Drive East will have a zero front setback; - Rear setback for all lots is 15 feet; and - Zero lot line construction will have a minimum setback between structures of 7.5 feet -Section 7.3.H Number of Off-Street Parking Spaces Required: -Each single-family dwelling will provide one parking space per bedroom, with no minimum or maximum of spaces per dwelling unit. -Section 7.5.C Summary of Permitted Signs: -An area identification sign will be permitted. -Section 8.2.W Single-Family Residential Parking Requirements for Platting: -In lieu of the required residential parking requirements for platting, twelve (12) guest parking spaces will be provided at the center of the development, within a common area. -Section -8.3.H.1.h.Lots: -Lots are not required to have frontage to a public street or private street constructed to pubic standards. -Lots must have frontage and access to a private access easement.
