AGENDA ITEM NO. 4: Public hearing, presentation, possible action, and discussion to consider a waiver to Unified Development Ordinance Section 5.8.b.8 “Sidewalk Standards” for Logie’s, located at 201 College Main which is zoned NG-1 Core Northgate. Case AWV2018-000037 (LHovde) Senior Planner Hovde presented the item to the Board. She stated that the applicant is requesting a waiver to the UDO Sidewalk Standards. The applicant presented the plans for the sidewalk explaining that he was planning to remodel the existing patio. There was general discussion amongst the Board regarding where the widening of the sidewalk would be located and what the sidewalk was being used for. Board Member Miranda motioned to approve the request. Board Member Cabrera seconded the motion which passed (6-0). AGENDA ITEM NO. 5: Possible action and discussion on future agenda items – A Design Review Board Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Planning Administrator Justin Golbabai followed up on a question previously asked by the DRB members. He stated that the Design Review Board hears and rules on cases where an applicant appeals the application of site plan requirements by the Administrator. Therefore, the Board could hear cases regarding bicycle rack requirements if an applicant were to appeal the Staff’s application of those requirements during the site plan process. TR-Via email Design Review Board February 8th, 2019 Page 1 of 6 DESIGN REVIEW BOARD for Crossroads Moving and Storage Ph2 NRA2019-000005 REQUEST: Alternative compliance to the Non-Residential Architectural Standards LOCATION: 15723 FM 2154 Road ZONING DISTRICT: PDD Planned Development District APPLICANT: Brannan Designs PROJECT MANAGER: Laura Gray, AICP, Senior Planner lgray@cstx.gov Design Review Board February 8th, 2019 Page 3 of 5 DESIGN REVIEW BOARD ROLE AND RESPONSIBILITY As stated in Section 7.10.A of the Unified Development Ordinance, the intent of the Non- Residential Architectural Standards is to: 1) Protect and enhance the character and quality of non-residential buildings and associated site elements in the interest of the general welfare of the City; 2) Establish minimum design parameters for the appearance of non-residential buildings, including heightened standards for more visible and prominent areas of the community; 3) Not limit architectural creativity or prescribe a specific architectural style; and 4) Provide a balance between the community’s economic and aesthetic concerns. The Unified Development Ordinance grants the Design Review Board (DRB) the authority to hear and decide proposals for alternative compliance to the Non-Residential Architectural Standards. Specifically, Section 7.10.D states: The Design Review Board (DRB) may authorize variation to the overall requirements of the Non-Residential Architectural Standards through application from a licensed architect for an alternative compliance approval that would allow innovative or visually interesting design or to address unique circumstances not otherwise permitted through strict adherence to this section. Such requests must show reasonable evidence that the purposes of the requirements as set forth in this section were maintained and the additional design flexibility afforded does not provide a means to permit design of lesser quality. Based on these criteria, the Design Review Board can act upon the proposed request in one of the following ways: 1) Approve the request as proposed 2) Approve the request with conditions 3) Deny the request ITEM SUMMARY: Brannan Designs are requesting the Board grant alternative compliance approval to the overall requirements of the Non-Residential Architectural Standards for Phase II of the Crossroads Moving and Storage Development. This proposal expands the existing storage unit development by placing four (4) storage buildings clad in red Galvalume PBR panels. The applicant is seeking to maintain the overall character and corporate branding of the development as seen in Phase I. CRITERIA: In order to promote quality construction and visually interesting non-residential structures, the UDO specifies minimum architectural standards that include building materials and architectural elements to achieve this goal. While the proposed design meets several of the standard UDO non-architectural requirements, it is out of compliance in the following two areas. 1. Architectural Relief: In order to provide visual interest, the first two (2) stories of any primary façade or façade visible from a public right-of-way or public way shall use at least one (1) architectural relief element for every twenty-five (25) horizontal feet, or part thereof, of façade length. o None of the visible facades are proposed to have any architectural features. Building Materials: A minimum of 30% red brick, natural stone, marble, granite, or concrete product must be placed across each primary facade AND no more than thirty 30% wood or cedar siding, stainless steel, chrome, standing seam metal, premium grade architectural metal, or architecturally finished metal panels (not corrugated metal) may be placed on any façade. o The applicant is currently proposing 100% Galvalume PBR panels across all building facades. The Galvalume PBR panels are not considered premium grade architectural metal and would be considered corrugated metal therefore the use of them is not compliant with the standard Unified Development Ordinance requirements. They are however, in keeping with character, color, and branding of the existing Phase I. Phase I of this development was under construction during annexation therefore the corrugated metal buildings are considered legal non- conforming structures. As the intent of the Design Review Board’s alternative compliance process is to offer an approval option that allows architects and the Board the ability to discuss overall visions and individual design decisions, dialog does not have to be limited to non-compliant design elements. The proposed new buildings are utilitarian, and accessory storage buildings. To add some visual interest to the new buildings, we designed architectural elements that are understated, yet pull materials from the main building on site. Prior to ordering panels, all dimensions should be confirmed by field measurement. II. Job Site Storage and Handling A. Check the shipment against the shipping list. B. Damaged material must be noted on bill of lading. C. Panels should be handled carefully. A spreader bar of appropriate length is recommended for hoisting. D. Check to see that moisture has not formed inside the bundles during shipment. If moisture is present, panels should be wiped dry, then restacked and loosely covered so that air can circulate between the panels. III. Application Checklist A. The standing seams are 3" above the lowest part of the panel, well above the water level as it ows off the roof. The rake/gable at both ends of each roof system eliminates the necessity of nishing in the low, at part of the panel where the greatest possibilities for leaks occur in many other systems. The trapezoidal SSR systems can be installed before or after the exterior walls are in place. All trim is attached after the roof is installed.
