Board Member Thornton motioned to approve the meeting absences of MiChal Hall on October 15, 2018 and Dennis Jansen on November 12, 2018. The motion was seconded by Board Member Johnson and was approved (5-0). No action was taken to approve the meeting absence of Annie Hatala on October 15, 2018. The Board was notified of her resignation. AGENDA ITEM NO. 4: Consideration, possible action, and discussion to approved meeting minutes. Board Member Johnson motioned to approve the meeting minutes from October 15, 2018. The motion was seconded by Board Member Thornton and was approved (5-0). AGENDA ITEM NO. 5: Presentation and discussion regarding an update on the following items:  TAMU Bicycle Share Program Ron Steedly from Texas A&M University gave an update regarding the Bicycle Share Program. There was general discussion amongst the board regarding the Bicycle Share Program. Mr. Steedly notified the Board that he will be giving the Board a monthly update regarding the program. AGENDA ITEM NO. 6: Presentation, possible action, and discussion regarding sidewalk projects and priorities Senior Program Manager Venessa Garza gave a presentation regarding sidewalk projects and priorities. Ms. Garza gave the Board a list of sidewalk projects with their priority scores that resulted from the Bicycle, Pedestrian, and Greenways Master Plan Update. There was discussion amongst the Board regarding the sidewalk projects and their priority to choose a top list of projects for funding consideration. It was determined to continue the discussion at the next Board meeting. Box 9960 College Station, Texas 77842 Phone 979.764.3570 / Fax 979.764.3496 MEMORANDUM DATE: January 22, 2019 TO: Members of the Bicycle, Pedestrian, and Greenways Advisory Board FROM: Venessa Garza, AICP, Bicycle, Pedestrian and Greenways Senior Program Manager SUBJECT: Capital Improvements Program (CIP) - Sidewalk project priorities Item: Presentation, possible action, and discussion regarding a recommendation on the Capital Improvements Program – Sidewalk project priorities. Background: This item is before the Board to review and update stand-alone sidewalk project priorities for consideration in the fiscal year 2020 funding cycle and was introduced at the November Board meeting. With the update to the Bicycle, Pedestrian, and Greenways Master Plan (BPGMP) completed in May 2018, there are one hundred and three (103) sidewalk miles proposed in the city limits and the extra- territorial jurisdiction (ETJ). Sixteen (16) miles are identified as stand-alone projects in areas that are already established. Eighty-seven (87) miles will be constructed with a road project when a road is extended or widened. The 16 miles of stand-alone sidewalk projects were prioritized based on the methodology used during the creation of the BPGMP and was also updated by the Board with the recent update. Road projects are prioritized through the Capital Improvements Program and private development. Criteria used in setting priorities include population density; crashes; proximity to schools, parks, and key destinations; and public requests using a GIS spatial model. Proposed sidewalk projects will typically only be added to one side of the road where it is most feasible. Some proposed sidewalk segments are identified on a road that already have a sidewalk on the other side when they are along a major roadway (thoroughfare). These sidewalks are typically given a lower priority unless there isn’t a complete connection on one side of the road between pedestrian crossings and/or, as determined at the meeting in November, there is a worn path that emphasizes significant pedestrian use along the corridor. Sidewalk projects and priorities are reviewed by the Board to create a list of top projects (10-15) for staff to use in determining projects to fund as different funding opportunities arise. Funding sources may include local funding (certificates of obligation, sidewalk zones, etc.) and/or federal funding through grants such as Community Development Block Funds (CDBG) or the Metropolitan Planning Organization (MPO) which allocates a minimum of five percent (5%) of their funds to bicycle and pedestrian only projects. There are other factors that staff consider in determining sidewalk projects to fund. They include: 1. A request for an accessible route through the Americans with Disabilities Act 2. Feasibility of the project – Projects identified in the BPGMP are conceptual in nature and require additional evaluation to determine feasibility. 3. Other projects underway 4. Funding sources available Attached is the list of stand-alone sidewalk projects that was provided at the November meeting with edits/changes from the Boards discussion. It provides an overall project number, mapbook page numbers for reference, staff’s original consolidated project selection, the board’s updated selected projects, the street name, the length of the proposed segment in miles, the priority score from the GIS model, the neighborhood plan the sidewalk segment falls within, and additional information. Also attached to help in the effort, a mapbook has been provided for the Board to review the list with a corresponding map. At our last meeting, the Board reviewed the first 16 projects on the list and identified 11 projects to keep on the top list. The Board will continue reviewing the list at their January 22nd meeting to add a few more sidewalks to the list of top projects.
