Recommendation(s):Staff will present to Council details the FY 2018-2019 Proposed Budget. Summary:Staff will present details of the City of College Station FY 2018-2019 Proposed Budget. The City’s charter says the City Manager will prepare and submit a proposed budget to the City Council no later than 30 days prior to the end of the fiscal year. The budget was presented on to Council on August 9 th. These Budget workshop meetings on August 20th, August 21st, and August 22nd are to review the proposed budget, and the key budget decision points in detail. The calendar for the budget process includes a public hearing on September 13 th. Adoption of the Budget is scheduled for September 27th. According to the charter, final action on the Proposed Budget must take place on or before September 27th. Budget & Financial Summary:The budget is discussed in detail in the Budget Workshop. Recommendation(s):Staff recommends Council calls two public hearings on a proposed ad valorem tax rate for FY 2018-2019. Summary:The Texas Property Tax Code requires that if an entity wishes to increase tax revenues over the effective tax rate then that entity must call and hold two public hearings on the proposed tax rate. Following each public hearing the City Council must announce the meeting date,time and place to adopt the tax rate. Budget & Financial Summary:The property taxes are used to fund the general debt service of the City as well as a portion of the operations and maintenance costs of the General Fund.
