Possible action. The City Council may seek advice from its attorney regarding a pending or
contemplated litigation subject or settlement offer or attorney -client privileged information .
Litigation is an ongoing process and questions may arise as to a litigation tactic or
settlement offer, which needs to be discussed with the City Council. Upon occasion the City
Council may need information from its attorney as to the status of a pending or
contemplated litigation subject or settlement offer or attorney -client privileged information .
After executive session discussion, any final action or vote taken will be in public. The

Possible action. The City Council may deliberate the purchase, exchange, lease or value
of real property if deliberation in an open meeting would have a detrimental effect on the
position of the City in negotiations with a third person. After executive session discussion,

Recommendation(s): None, no action is required.
Summary: This item is a presentation of proposed changes in the Northgate District that will provide
temporary, enhanced safety for pedestrians until a comprehensive study can be completed to
determine more permanent changes to the district based on the current conditions. The changes
include the closure of Boyett at University Drive on Thursday, Friday and Saturday nights and
creation of a passenger pick-up area.
This information was presented to the Transportation and Mobility Committee on May 15, 2018 and
the committee supported this effort.
Budget & Financial Summary: Funding is available in the Northgate Fund.

Diverse and Growing Economy
Background &Summary:Brazos County Expo has submitted a bid for the next five annual Texas State
4-H Horse Shows.The County is pursuing a five year funding commitment with 4-H for annual events that
will include $147,000 in Hotel Occupancy Tax (HOT)funds per year,for a total of $735,000,in Bryan
College Station HOT funds over the next five years.The possible funding partners as requested by the
County include:
Experience BCS for $35,000 annually
City of Bryan for $25,000 annually
Brazos County for $50,000 annually
Expo Rewards Program for $12,000 annually
City of College Station for $25,000 annually
The Texas State 4-H Horse Show is an 8 day event that occurs during the month of July.The Abilene
Convention and Visitors Bureau estimated an economic impact of $887,400 and 1416 room nights
recorded for the 2017 show held in Abilene.For 2019,Experience BCS estimates an economic impact of
$809,884 with 2000 hotel room nights for the event.This event occurs late in the summer during off-peak
patters of tourism and travel for the BCS area.
Budget &Financial Summary:$25,000 of Hotel Tax funds per year for five years,or a total of $125,000.
If so directed, this will be included in the FY19 Hotel Tax Fund budget.

Texas State 4-H Horse Show
To Whom It May Concern:
The Texas State 4-H Horse Show is seeking bids for an equestrian facility for 2019-2023 to meet the
needs of a seven day horse show, last full week of July. Dates for the show are as follows:
2019: July 20-27
2020: July 18-25
2021: July 24-31
2022: July 23-30
2023: July 22-29
In 2017, the 55th Annual Texas State 4-H Horse Show had over 350 4-H youth, plus their families, come
from all over the state of Texas to compete in over 40 classes ranging from speed events, to stock horse
classes, to hunter classes. The Abilene Convention and Visitors Bureau estimated an economic impact of
$887,400 along with 1416 room nights recorded for Abilene, Texas for the 2017 show.
Dr. Jennifer Zoller, TAMU Horse Specialist and Chelsie Huseman, TAMU Horse Program Specialist along
with numerous county agents, volunteers, and supporters manage the seven day show.
The Texas State 4-H Horse Show will be entering its 56th year in 2018. Its long standing history has
impacted countless 4-H youth over the decades. It continues to serve as a non-profit event providing
contestants and their families with a high-quality, safe, and low-cost outlet for education, competition,
and comradery. The show is seeking an equestrian facility and community that embraces the goals of
youth development and the impact horses can make in their lives.
Major advantages of this event for the BCS area include the timing which is in the late summer during
off peak patterns of tourism and travel in the area. Also, the assurance of an annual five year contract
and very possibly more(as it has been in one location for the past 3 decades), make it a most
attractive event for the local economy.

The Brazos County Expo, on behalf of Judge Duane Peters and the Brazos County Commissioners are
excited to make a formal bid for this extraordinary event and we encourage the cities of Bryan/College
Station and Texas A&M University to join us in bringing this special event to our area.
