PLANNING & ZONING COMMISSION
Workshop Meeting
April 5, 2018 6:00 p.m.
CITY HALL COUNCIL CHAMBERS
College Station, Texas
COMMISSIONERS PRESENT: Jane Kee, Casey Oldham, Johnny Burns, Bill Mather, Jeremy Osborne,
Elianor Vessali and Dennis Christiansen
CITY COUNCIL MEMBERS PRESENT: Barry Moore, Jerome Rektorik
CITY STAFF PRESENT: Lance Simms, Molly Hitchcock, Justin Golbabai, Jenifer, Paz, Justin
Constantino, Rachel Lazo, Laura Gray, Jade Broadnax, Jason Schubert, Tim Horn, Anthony Armstrong,
Wesley Stolz, Mary Ann Powell, Judith Rauscher and Kristen Hejny
1. Call the meeting to order.
Acting Chairman Burns called the meeting to order at 6:02 p.m.
2. Discussion of consent and regular agenda items.
There was discussion on Regular Agenda Item #8.
Commissioner Oldham arrived at 6:10 p.m.
3. Discussion of new development applications submitted to the City.

There was general discussion amongst the Commission.
4. Discussion of Minor and Amending Plats approved by Staff.

5. Presentation, possible action, and discussion regarding the consideration of the 2017 and Draft 2018
P&Z Plan of Work.
Planning Administrator Golbabai was available to present updates on the Plan of Work.
Chairperson Kee asked about continuing regular updates on Pre-Application Conference survey results
as part of the Plan of Work.
The Commission also discussed key performance measures.
Director of Planning & Development Services Simms stated that staff could develop and present
performance measures for the Commission to consider.

6. Presentation, possible action, and discussion regarding an overview of Unified Development Ordinance
Section 7.2.H, Single-Family Height Protection.
Director of Planning & Development Simms was available to present an overview of the Single-Family
Height Protection ordinance, including, interpretation, background, application, purpose, intent and the
current ordinance.
There was general discussion.
The Workshop meeting recessed at 7:15 p.m.
The Workshop meeting reconvened at 8:51 p.m.
The Commission suggested that additional feedback be provided on this item.
Director of Planning & Development Simms stated that feedback could be provided as part of the
upcoming community meetings on April 30th.
7. Presentation, possible action, and discussion regarding the P&Z Calendar of Upcoming Meetings:
*Thursday, April 12, 2018 ~ City Council and P&Z Joint Meeting ~ Workshop 5:00 p.m.
*Thursday, April 12, 2018 ~ City Council Meeting ~ Council Chambers ~ Regular 6:00 p.m. (Liaison
– Burns)
*Thursday, April 19, 2018 ~ P&Z Meeting ~ Council Chambers ~ Workshop 6:00 p.m. and Regular
7:00 p.m.
*Thursday, April 26, 2018 ~ City Council Meeting ~ Council Chambers ~ Workshop 5:00 p.m. and
Regular 6:00 p.m. (Liaison – Christiansen)
8. Discussion, review and possible action regarding the following meetings: Design Review Board, Bio
Corridor Board.
There was no discussion.
9. Discussion and possible action on future agenda items - A Planning & Zoning Member may inquire
about a subject for which notice has not been given. A statement of specific factual information or the
recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the
subject on an agenda for a subsequent meeting.
There was no discussion.
10. Adjourn.
The meeting was adjourned at 8:58 p.m.
