PLANNING & ZONING COMMISSION
Workshop Meeting
April 19, 2018 6:00 p.m.

COMMISSIONERS PRESENT: Jane Kee, Casey Oldham, Johnny Burns, Bill Mather, Jeremy Osborne,
Elianor Vessali and Dennis Christiansen
CITY COUNCIL MEMBERS PRESENT: Barry Moore

1. Call the meeting to order.
Chairperson Kee called the meeting to order at 6:04 p.m.
2. Discussion of consent and regular agenda items.
There was general discussion regarding Consent Agenda Item #4.2.
3. Discussion of new development applications submitted to the City.

There was no discussion.
4. Presentation, possible action, and discussion regarding the consideration of the 2017 and Draft 2018
P&Z Plan of Work.
Planning Administrator Golbabai was available to present updates on the Plan of Work.
Commissioner Burns motioned to adopt the 2018 P&Z Plan of Work as presented.
Commissioner Osborne seconded the motion, the motion passed (6-0).
5. Presentation, possible action, and discussion regarding a quarterly update on economic development
efforts.
Prochazka presented an update on Economic Development efforts to the Commission.
Commissioner Oldham arrived at 6:14 p.m.
There was general discussion.
6. Presentation, possible action, and discussion regarding the P&Z Calendar of Upcoming Meetings:

7. Presentation, possible action, and discussion regarding an update on the following items:
*A Rezoning for approximately 39 acres located at 15135 FM 2154 from R Rural and PDD Planned
Development District to SC Suburban Commercial and WRS Wellborn Restricted Suburban. The
Planning & Zoning Commission heard this item on March 15, 2018 and voted (5-0) to recommend
approval. The City Council heard this item on April 12, 2018 and voted (7-0) to approve the request.
*A Conditional Use Permit for a bar located at 1551 Greens Prairie Road West. The Planning & Zoning
Commission heard this item on March 15, 2018 and voted (5-0) to recommend approval. The City
Council heard this item on April 12, 2018 and voted (6-0-1) to approve the request.
*An Ordinance Amendment to remove the Krenek Tap Overlay. The Planning & Zoning Commission
heard this item on March 15, 2018 and voted (5-0) to recommend approval. The City Council heard this
item on April 12, 2018 and voted (7-0) to approve the request.
*A Rezoning to remove the Krenek Tap Overlay. The Planning & Zoning Commission heard this item
on March 15, 2018 and voted (5-0) to recommend approval. The City Council heard this item on April
12, 2018 and voted (7-0) to approve the request.
*An Ordinance Amendment to Appendix A as it relates to requirements for the SC Suburban
Commercial Zoning District. The Planning & Zoning Commission heard this item on April 5, 2018 and
voted (7-0) to recommend approval. The City Council heard this item on April 12, 2018 and voted (7-
0) to approve the request with the removal of fuel sales as a permitted use.
8. Discussion, review and possible action regarding the following meetings: Design Review Board, Bio
Corridor Board.
There was no discussion.
9. Discussion and possible action on future agenda items - A Planning & Zoning Member may inquire
about a subject for which notice has not been given. A statement of specific factual information or the
recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the
subject on an agenda for a subsequent meeting.
Commissioner Christiansen requested that Brazos County Commissioner Aldrich present to the
Commission regarding Historical Growth Trends.
10. Adjourn.
The meeting was adjourned at 6:30 p.m.
