Call the meeting to order. Acting Chairman Burns called the meeting to order at 6:02 p.m. 2. Discussion of consent and regular agenda items. There was general discussion regarding Regular Agenda Item #6. 3. Discussion of new development applications submitted to the City. New Development Link: www.cstx.gov/newdev There was no discussion. 4. Presentation, possible action, and discussion regarding the consideration of the 2016 P&Z Plan of Work (see attached). There was no discussion. 5. Presentation, possible action, and discussion regarding off-street parking requirements as a part of the 2016 P&Z Plan of Work. Planning Administrator Golbabai presented seven recommendations to provide increased flexibility to the City’s off-street parking requirements. Mr. Golbabai further stated that based on the Commission’s feedback, Staff would be bringing back an Ordinance Amendment to the City’s parking requirements. There was general discussion. There was consensus among the Commission that Staff should pursue the seven recommended changes to the City’s parking ordinance. 6. Discussion, possible action, and discussion regarding an update on the following items: *A Comprehensive Plan amendment for approximately 11 acres located at 3001 Earl Rudder Freeway South from Suburban Commercial to General Commercial. The Planning & Zoning Commission heard this item on April 6, 2017, and voted (6-0) to recommend approval. The City Council heard this item on April 27, 2017, and voted (6-1) to approve the request. *A Rezoning for approximately 17 acres located at 3001 Earl Rudder Freeway South from M-1 Light Industrial to GC General Commercial and SC Suburban Commercial. The Planning & Zoning Commission heard this item on April 6, 2017, and voted (6-0) to recommend approval. The City Council heard this item on April 27, 2017, and voted (7-0) to approve the request. *A Comprehensive Plan amendment for approximately five acres located at 1451 Associates Avenue from General Commercial and Natural Areas Reserved to Urban and Natural Areas Protected. The Planning & Zoning Commission heard this item on April 6, 2017, and voted (5-0-1) to recommend approval. The City Council heard this item on April 27, 2017, and voted (7-0) to approve the request. *A Comprehensive Plan amendment for approximately 232 acres located at 4200 Rock Prairie Road from Urban, Suburban, Commercial and Natural Areas Reserved to Urban Mixed-Use and General Suburban. The Planning & Zoning Commission heard this item on April 6, 2017, and voted (6-0) to recommend approval. The City Council heard this item on April 27, 2017, and voted (7-0) to approve the request. *A Rezoning for approximately 232 acres located at 4200 Rock Prairie Road from R Rural to PDD Planned Development District. The Planning & Zoning Commission heard this item on April 6, 2017, and voted (6-0) to recommend approval. The City Council heard this item on April 27, 2017, and voted (7-0) to approve the request. *A Comprehensive Plan Amendment adopting the updated Water System Master Plan. The Planning & Zoning Commission heard this item on April 6, 2017, and voted (6-0) to recommend approval. The City Council heard this item on April 27, 2017, and voted (7-0) to approve the request. *A Comprehensive Plan Amendment adopting the updated Wastewater Master Plan. The Planning & Zoning Commission heard this item on April 6, 2017, and voted (6-0) to recommend approval. The City Council heard this item on April 27, 2017, and voted (7-0) to approve the request. 8. Discussion, review and possible action regarding the following meetings: Design Review Board, Bio Corridor Board. There was no discussion. May 4, 2017 P&Z Workshop Meeting Minutes Page 3 of 3 9. Discussion and possible action on future agenda items - A Planning & Zoning Member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. There were no items. 10. Adjourn.
