PLANNING & ZONING COMMISSION
Workshop Meeting
April 20, 2017 6:00 p.m.
CITY HALL COUNCIL CHAMBERS
College Station, Texas
COMMISSIONERS PRESENT: Jane Kee, Johnny Burns, Casey Oldham, Elianor Vessali, Bill Mather,
Keith Williamson and Jeremy Osborne
CITY COUNCIL MEMBERS PRESENT: Linda Harvell
CITY STAFF PRESENT: Lance Simms, Molly Hitchcock, Alan Gibbs, Carol Cotter, Justin Golbabai,
Mark Bombek, Jessica Bullock, Madison Thomas, Anthony Armstrong, Tim Horn, Carla Robinson,
Chandler Az and Kristen Hejny
1. Call the meeting to order.
Chairperson Kee Called the meeting to order at 6:02 p.m.
2. Discussion of consent and regular agenda items.
There was general discussion on Regular Agenda Items #11, #7 and #8.
3. Discussion of new development applications submitted to the City.

There was no discussion.
4. Presentation, possible action, and discussion regarding the consideration of the 2016 P&Z Plan of work.
Senior Planner Bombek presented updates on this item to the Commission.
There was general discussion.
5. Presentation, possible action, and discussion regarding student housing in established single-family
neighborhoods and research on multi-family zoning districts as specifically described in the 2016 P&Z
Plan of Work.
Senior Planners Bombek and Bullock were available to answer questions and gather direction from the
Commission related to the presentation presented to the Commission at the April 6, 2017 Planning &
Zoning Commission Meeting
Commissioner Mather requested that Staff take a closer look at peer university impacts of student
housing on the surrounding neighborhoods and what they’ve done to be successful.
Commissioner Mather asked about providing education assistance for Home Owner Associations.

Chairperson Kee asked that Staff further look at the possibility of allowing a single-family overlay to
regulate the number of unrelated individuals in a home.
Commissioner Vessali asked about future growth projections at Texas A&M University and Blinn
College. Ms. Vessali also talked about the importance of planning for growth through land use and
density.
Commissioner Oldham requested an estimate on the ad valorem value of multi-family housing
developments in College Station.
6. Presentation, possible action, and discussion regarding the consideration of the Draft 2017 P&Z Plan of
Work.
Senior Planner Bombek presented updates on this item to the Commission.
Chairperson Kee requested that the proposed language on the Unified Development Ordinance
regulatory items be included in the draft.

7. Presentation, possible action, and discussion regarding the P&Z Calendar of Upcoming Meetings:
*Thursday, April 27, 2017 ~ City Council Meeting ~ Council Chambers ~ Workshop 6:00 p.m. and
Regular 7:00 p.m. (Liaison – Williamson)
*Thursday, May 4, 2017 ~ P&Z Meeting ~ Council Chambers ~ Workshop 6:00 p.m. and Regular
7:00 p.m.
*Thursday, May 11, 2017 ~ City Council and P&Z Joint Meeting ~ Council Chambers ~ Workshop 6:00
p.m.
8. Discussion, review and possible action regarding the following meetings: Design Review Board, Bio
Corridor Board.
There was no discussion.
9. Discussion and possible action on future agenda items - A Planning & Zoning Member may inquire
about a subject for which notice has not been given. A statement of specific factual information or the
recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the
subject on an agenda for a subsequent meeting.
There were no items.
11. Adjourn.
