CITY COUNCIL MEMBERS PRESENT: None
CITY STAFF PRESENT: Senior Planner Lindsay Boyer, Senior Assistant City Engineer

Call Meeting to Order.
Chairman Nichols called the meeting to order at 7:10 p.m.
2. Hear Citizens.
None
Consent Agenda.
3.1 Presentation, possible action, and discussion on a Final Plat for University
Summit Phase One, consisting of 1 lot on 6.156 acres, located along University
Drive East approximately 1,970 linear feet west of its intersection with FM 158.

4. Consideration, discussion, and possible action on items removed from the Consent
Agenda by Commission action.
No items were removed from the Consent Agenda.
5. Public hearing, presentation, possible action, and discussion on a rezoning request for
34.06 acres of the Oakland Ridge Subdivision from A-O, Agricultural-Open to R-1,
Single Family Residential, R-3, Townhomes, and R-4, Multi-Family Residential located
off Jones-Butler Road and near Cain Road, adjacent to the Las Palomas Subdivision.

Lindsay Boyer, Senior Planner, presented the rezoning request and stated that the uses
have been approved with the Master Plan prior to annexation, and may therefore be
developed without rezoning.
There was general discussion regarding the rezoning.
Chairman Nichols opened the public hearing.
No one spoke during the public hearing.
Chairman Nichols closed the public hearing.
Commissioner Davis stated that he would support the rezoning, but said that the
annexation guidelines may need to be improved.
Commissioner Davis motioned to recommend approval of the rezoning.
Commissioner Bauman seconded the motion, motion passed (7-0).
6. Public hearing, presentation, possible action and discussion regarding the reconfiguration
of Park Zones as a comprehensive plan amendment to the Recreation, Park and Open
Space Master Plan, an element of the City's Comprehensive Plan. Case #08-00500189

Marco Cisneros, Parks & Recreation Director, presented the comprehensive plan
amendment to the Park Zones.
There was general discussion regarding the Park Zones.
Commissioner Davis motioned to recommend approval of the comprehensive plan
amendment. Commissioner Woodfin seconded the motion, motion passed (7-0).

Discussion and possible action on future agenda items - A Planning and Zoning Member
may inquire about a subject for which notice has not been given. A statement of specific
factual information or the recitation of existing policy may be given. Any deliberation
shall be limited to a proposal to place the subject on an agenda for a subsequent meeting.

8. Adjourn.
Commissioner Bauman motioned to adjourn the meeting. Commissioner Davis
seconded the motion, motioned passed (7-0).

Re: Project Number 08-500151 Rezoning request for 34.06
acres located at 11800 Jones-Butler Road
Dear Lauren Hovde,
We are developing Great Oaks Phase Two as a large lot,
quality single family residential neighborhood which
borders this 34 acres where the map you sent me Wednesday
now shows R-4 Multi-Family zoning. I believe this is a
recent change from what was previously being considered. I
strongly oppose this R-4 zoning for this 6.49 acres. It is
inappropriate for this 6.49 acres bordering our single
family home development to be zoned R-4 (apartments).
Normally the City requires some type of gradation between
densities. This also befuddles me because part of the 6.49
acres is presently a storm water detention pond.
Generally we have been supportive of recent rezoning in the
neighborhood and would be so in this case if this area was
to be considered for a use more compatible with our single
family residential development. We wish to offer our
future residents and neighbors the highest quality of life
in these new communities and we believe this is the primary
goal of the City as well. In this case a small change now
can create a better quality of life for all of us in the
future. Please consider making an adjustment to a more
compatible use for this area.

Ms. Hovde,
Great Oaks subdivision, located adjacent, west of the Oakland Ridges is zoned R-16 rather than A-O as shown
on the applicants zone request plat. It is inappropriate for R-4 usage to be adjacent to R-16
as requested. Therefore we request the zoning request be denied or the R-4 be changed to either R-1 or R-
3
