Planning and Zoning Commission
Thursday, December 7, 2006

COMMISSIONERS PRESENT: Chairman John Nichols, Harold Strong, Derek
Dictson, Marsha Sanford, Bill Davis, Glenn Schroeder and Dennis Christiansen.
COMMISSIONERS ABSENT:
None.
CITY COUNCIL MEMBERS PRESENT:
John Happ.
CITY STAFF PRESENT: Staff Planners Lindsay Boyer, Jason Schubert, Grant
Wencel and Crissy Hartl, Senior Planner Jennifer Prochazka, Acting Director Lance
Simms, Planning Administrator Molly Hitchcock, Graduate Civil Engineers Carol Cotter
and Josh Norton, Transportation Planner Ken Fogle, Staff Assistant Lisa Lindgren,
Senior Assistant City Attorney Carla Robinson, Economic Development Director David
Gwin, Deputy City Manager Terry Childers and Information Services Representative
Justine Wolfe.
1. Call the meeting to order.
Chairman Nichols called the meeting to order at 6:00 p.m.
2. Discussion of consent and regular agenda items.
There was general discussion regarding Consent Agenda Item 3.1 and Regular
Agenda Items 7 and 8.
3. Presentation, possible action and discussion regarding an update on the 2006
Texas AP A Conference. (CH)
Crissy Hartl, Staff Planner, and Commissioner Davis gave a presentation on the
Texas AP A Conference and some of the classes and information offered at the
conference.
4. Presentation, possible action and discussion regarding an update to the
Commission on the status of items within the P&Z Plan of Work (see attached).

Jason Schubert, Staff Planner, presented the Plan of Work.
5. Presentation, possible action, and discussion regarding the P&Z Calendar of
Upcoming Meetings. (LS)

Lance Simms, Acting Director, reviewed the P&Z upcoming calendar of events.
6. Presentation, discussion and possible action regarding the Comprehensive Plan
update process. (JP)
Gary Mitchell with the consulting firm of Kendig Keast Collaborative gave an
update/presentation regarding the Citizens Congress on December 5, 2006. There
was also discussion on the updates of the Comprehensive Plan process and
feedback from the Citizens Congress meeting.
7. Discussion and possible action on future agenda items - A Planning and Zoning
Member may inquire about a subject for which notice has not been given. A
statement of specific factual information or the recitation of existing policy may
be given. Any deliberation shall be limited to a proposal to place the subject on
an agenda for a subsequent meeting.
No items were discussed.
8. Adjourn.
Commissioner Christiansen motioned to adjourn. Commissioner Davis
seconded the motion, motion passed (7-0).
The meeting was adjourned at 6:50 p.m.
