COMMISSIONERS PRESENT: Commissioners Floyd, Happ, Trapani, Williams, and Kaiser. COMMISSIONERS ABSENT: Commissioners Hawthorne and McMath. COUNCIL MEMBERS PRESENT: None. STAFF PRESENT: Development Services Director Templin, Neighborhood Services Senior Planner Battle, Assistant Development Review Manager George, Staff Planners Hitchcock and Reeves, Graduate Engineer Thompson, City Attorney Cargill, Planning Intern Flanery, Transportation Planner Fogle, Neighborhood Services Planner Elrod, Action Center Representative Steptoe, and Staff Assistant Hazlett. Chairman Floyd called the meeting to order at 6:34 p.m. AGENDA ITEM NO. 1: Discussion of Unified Development Code and related issues. None. AGENDA ITEM NO. 2: Presentation and discussion of the Bikeway and Pedestrian Master Plan Project. Transportation Planner Fogle reported that the current plan was adopted in 1997. He added that the City is looking at updating the plan by adding additional elements that would encourage and improve cycling and walking in College Station. He briefly mentioned some of the ideas that are being considered. Mr. Fogle also stated that several public meetings were held to receive citizen input, including an on -line survey and questionnaire. Three additional public meetings were held to address P &Z Workshop Minutes May 2, 2002 Page I of 3 issues as a result of the on -line survey. A presentation to the Planning and Zoning Commission and the City Council with the new plan is forthcoming for possible adoption. AGENDA ITEM NO. 3: Update and discussion of the Interlocal Agreement with Brazos and Burleson Counties re: Platting in the ETJ (Extraterritorial Jurisdiction) of College Station. Development Services Director Templin reported that the legislature passed a bill, which gave cities and counties four options for regulations within extraterritorial jurisdictions. • Sole County Jurisdiction • City Jurisdiction Only • Defined Jurisdiction • Joint Regulation Brazos County has opted for Joint Regulation. The City of College Station has deferred sole jurisdiction to Burleson County. The City and the County both have the right to renegotiate these agreements. There can be a separate set of regulations for Brazos County. We are tasked with reaching an agreement on what those regulations will be. We are under mandate of state law. But until those regulations are put in place, the stricter standard, whether county or city applies. AGENDA ITEM NO. 4: Discussion of agenda items. Commissioner Kaiser asked Graduate Engineer Thompson for clarification regarding the access to the Lick Creek Subdivision, Regular Agenda Item No. 7. AGENDA ITEM NO. 5: Subcommittee reports. a. Wolf Pen Creek Oversight. Commissioner Trapani reported meeting and that the committee decided to hold a letter- writing campaign to the Texas Parks and Wildlife Department requesting a grant for new trails and sculptures. b. Greens Prairie Small Area Plan Senior Planner Battle reported that the City Council voted to adopt the Small Area Plan with the Commission's recommendation regarding the commercial property at the corner of Rock Prairie Road and State Highway 6. The school property, if not used for a school, would be designated for office development to provide a transition of districts. AGENDA ITEM NO. 6: Minor and amending plats approved by Staff. None. AGENDA ITEM NO. 7: Future agenda items. A Presentation regarding the ETJ Annexation and Development and the appropriateness of a possible Small Area Plan process prior to annexation.
