COMMISSIONERS PRESENT: Commissioners Horlen, Happ, Mooney, Harris, Warren, Floyd, and Williams. COMMISSIONERS ABSENT: None. COUNCIL MEMBERS PRESENT: Council Members Massey and Maloney. STAFF PRESENT: Tom Taylor, Historic Preservation Committee, Assistant City Attorney Nemcik, City Planner Kee, Senior Planner Kuenzel, Senior Neighborhood Services Planner Battle, and Neighborhood Planning Team Intern Flanery, Assistant Development Review Manager George, Staff Planner 7immerson, Assistant City Engineer Mayo, Graduate Engineer Thompson, and Staff Assistant Hazlett. Chairman Mooney called the meeting to order at 6:33 p.m. AGENDA ITEM NO. 1: Discussion of the Unified Development Code (UDC) and Associated Issues. City Planner Kee stated that this item was placed on the agenda at the request of Commissioner Floyd. Chairman Mooney stated that a supplement was distributed by Senior Planner Battle at the Historic Preservation Committee (HPC) meeting for use in reviewing the UDC draft to ensure the HPC that their concerns are addressed in a fair and equitable manner during the UDC process. For clarification, Neighborhood Services Senior Planner Battle cited two separate documents that have been prepared and distributed. The first document has to do with the HPC issues and concerns. The second document is information determined by the East Bypass Plan Task Force regarding P &Z Workshop Minutes Apnl 19, 2001 Page I of 3 neighborhood conservation implementation and development standards and needs to be addressed through the UDC process. Mr. Battle explained that there is difference in the level of regulations in a Historic District and Conservation District. The Historic Districts tend to be a standard, typically focussing on preserving architecture, physical structures. The Conservation District allows you to deal with mass and bulk to protect the character but to allow new development with less intense regulations. Commissioner Warren stated that she was pleased to see some of the recommendations that looked at how to give potential infill development working perimeters. Mr. Battle explained that examples of regulations from another community of the different types of regulations that have been used. After the committee reviewed those, they chose those that they felt were usable and appropriate for addressing the issues of concern. Commissioner Floyd commended Mr. Tom Taylor (HPC) on providing the document with the HPC recommendations for review and consideration. Mr. Taylor explained that the document contains specific recommendations as well as additional issues. The additional issues are things that all are concerned about that go on in the older neighborhoods. We believe that through code enforcement or whatever the city has in place or puts in the ordinance these things should be considered in doing so. Mr. Battle stated that these reports also went to the code consultants who will draft a conservation district section or ordinance. This is additional input for him. Commissioner Floyd asked if this is going to be a city driven by the consultant's vision or the vision of the city? City Planner Kee stated that Staff would filter through all the ideas of the consultants to determine which ones will benefit and fit in our community. I see the committee playing a roll in talking and reviewing the recommendations and perhaps even developing some. Commissioner Floyd commented on the importance of the Historical District issues to both the City Council and the Commission. AGENDA ITEM NO. 2: Discussion of agenda items. Chairman Mooney noted that regular agenda items numbers b and 7 are returning items. AGENDA ITEM NO. 3: Subcommittee reports. a. Wolf Pen Creek Oversight. No meeting or report. b. Neighborhood Plan Lee Battle said that one of the things they will do through this process working in this older neighborhood is report the concept of the conservation district to the team that we are working with and have that idea up front as well. Small Area Plan City Planner Kee reported that the small area planning is moving slowly. We are waiting on the consultants that are working on the business center portion. They are looking at the Thoroughfare Plan for the area and we want to make certain that we coordinate that. AGENDA ITEM NO. 4: Minor and amending plats approved by Staff. None. AGENDA ITEM NO. 5: Future agenda items. AGENDA ITEM NO. 6: Adjourn. Commissioner Williams motioned to adjourn the meeting. Commissioner Happ seconded the motion, which passed 7 -0.
