AGENDA ITEM NO. 1: Discussion with City's Consultant working on Development Codes and
Ordinances.
Mr. Duncan of Duncan Associates and representatives were present and reported having met with a
wide varieties of stakeholders to hear concerns about the current city codes and ordinances.
Additionally, they plan to critically read the material in the existing ordinances and based on federal and
state case law and statutes will recommend the necessary actions. At that time a public meeting will be
held with the Staff and the City Leaders to obtain a consensus on policy direction. Provided there 1s an
effective policy direction they will begin drafting, working with the Staff, for approximately 4 months to
redraft the entire document. That draft will be considered a Staff and Consultant recommended draft
and will be made available to the public. There will be an additional workshop where items of
significant change will be explained and allow for an opportunity to receive public comment. Following
that, the formal product will be available for deliberation by Staff as an amended ordinance to the City
Code. The entire process will tale approximately 9 months, during which they will return monthly to
work with the Staff in developing the new document.
The Planning & Zoning Commission points discussion and concerns include the following:

➢ Signage in Special District Corridors (i.e., Texas Roadhouse Restaurant)
➢ Scrolling Signs (i.e., Post Oak Mall)
➢ Landscape Ordinance (i.e., Trees, vegetation, water saving, and adding more creativity in the
ordinance)
➢ Amortization Schedule (i.e. Stealth Antennas and research other cities ordinances)
➢ Increase in Notification Area
➢ Ordinance Enforcement
➢ ETJ Regulations
➢ Environmental Protection (i.e., Road design and curb cuts)
➢ Aesthetic Elements
➢ City Sewer Expansion to include all city limits and ETJ
➢ Neighborhood Preservation (Density and Character)
➢ Dedication of Greenspace by Developers (i.e., infill developments)
➢ Ordinances related to Rental Properties
➢ Wolf Pen Creek Ordinances and Implementation
➢ Single Family Home Occupancy (i.e., Decreasing the number of unrelated residents in a single
family home)
➢ Preservation of Natural Vegetation; Creativity with the Landscape Ordinance
➢ New Development Parking Issues for the Northgate Area
➢ PDD District- Expand on the Impact of Surrounding Properties
➢ Parking in the Yard
➢ Screening of Parking Areas (Possibly requiring parking in the rear of buildings)
➢ Sign Ordinance -Make more firm
➢ Driveway Ordinance - Curb -cut locations near intersections
➢ Traffic Calming Issues
➢ On site Detention Areas- Maintain Aesthetics
➢ Home -based Businesses (Impact on Surrounding Properties)

Commissioner Mooney moved to adjourn the workshop meeting of the Planning and Zonin
