COMMISSIONERS PRESENT: Chairman Rife, Commissioners Floyd, Kaiser, Warren, and Parker. COMMISSIONERS ABSENT: Commissioner H rl n. COUNCIL MEMBERS PRESENT: Council Member Mal n y. STAFF PRESENT: Senior Planner McCully, Staff Assistant Charan a, Development Coordinator Ruiz., Assistant City Engineer May, City Planner I, Graduate Engineer Tndr, Transportation Planner Hard, Staff Planners Jimm rs n and Anderson, and Assistant City Attorney Nemcik. AGENDA ITEM NO. 1: Staff update to the Commission regarding Land Use Planning Law Conference. Senior Planner McCully told the Commissioners that she had attended this conference in Austin a few weeks bale. She informed them that state lave requires that action 1s to be taken on Preliminary Plats within 30 days or it is approved automatically, this is the same requirement as with Final Plats. She explained that this 3 0 day period begins when the plat is when it is "fild" with the City. She suggested that there be a definition provided for "filing date" in the Subdivision Regulations to avoid confusion. She said that staff would no longer recommend approval of a preliminary plat if conditions we not met, instead they would recommend denial. She explained that a preliminary plat must meet all requirements or Staff would recommend denial in the future, conditions should no longer be placed on the preliminary plats because they would not be enforceable after the 30 days. If the Commission denies a preliminary plat, there would need to be specific reasons addressed. AGENDA ITEM NO. : Wolf Fen Creep Implementation Subcommittee Deport. The Subcommittee reported that that there seemed to be no ordinance issues needing to be addressed. The primary issue was where the City would acquire property. The Parks Department created a map to show property lines. He said that the new step is to take this information to the property owners and inform them of the plan to acquire property. Wolf Pen Creel: Ordinance and Oversight None. b. Special Area Study — Highway 30160 Area The Subcommittee reported that a meeting was held with the property owners in a public forum. The primary concerns were with the area surrounding Veteran's Park and the park itself: Other concerns were f ftiture mixed use development on the large tract adjacent to the park site and the former Jose's restaurant site. The subcommittee and staff is currently compiling the information to get it out to the public and forwarded on to the Commission. AGENDA ITEM NO. 4: Adjourn. Commissioner Parker moved to adjourn the workshop meeting of the Planning and Zoning Commission.
