• Benito Flores-Meathe, 901 Val Verde, approached the Commission and asked if he could be updated as
to the status of the Historic Overlay. He was concerned with the overlay only affecting one side of
Dexter and wanted Staff or the Commission to check into the prospect of allowing the overlay to cover
both sides of Dexter. Chairman Massey asked staff to look into this issue and respond to Mr. r loresd

Neighborhood Commercial district for aself--serve car wash on Lot 2., Block E#, Culpepper Plazao

• Senior Planner McCully presented the staff report and explained that the subject site is zoned C-N
Neighborhood Commercial, which requires the Commission's approval. In order to approve the use
and site plan of a C-N proposal, the Commission must find that the purpose of the district would be
met. The honing Ordinance states the purpose of the C-N district as follows:
"This district provides small commercial sites for residential convenience goods and service
businesses. No use shall be allowed which would adversely affect the health, safety, welfare, or
residential character of the neighborhood. The use shall be a low traffic generator and shall
not create any noise, light, or odors abnormal to the neighborhood No outside storage or
display of goods or materials shall be allowed "
The applicant was proposing to construct aself--serve car wash on the site. The use will be located
across the street from a shopping center, a vacant bank drive-thru, and a church facility. The site
immediately abuts existing single family to the north. At a minimum, the applicant would be required to
construct a 6' screening fence. The Commission may consider additional buffering along the common
lot line, in order to further mitigate potential impacts. There may be some concern regarding potential
noise and lighting impacts to the adjoining neighborhood. The applicant has stated that the equipment
that would be installed is designed to minimize noise and that indirect lighting standards would be used.
Staff recommended approval with the noise and lighting abatement as conditions.
The Commissioners were concerned that the car wash would target more the surrounding
neighborhood, which would defeat the C-N definition.

Mr, Tres Watson, Coldwell Banker (representing the applicant), felt the use would benefit and target
the surrounding neighborhood. He explained that this type of use would not generate an increase in
• traffic for the area, although no studies were conducted. He explained that the site would be
approximately six bays and a vacuum area.
Bruce Crooker, 512 Brooks Avenue, felt that George Bush East should be the limit for commercial
development. He said that there would be noise from the vacuums and loud music being played by the
patrons of the facility. This type of development would add to litter and would encourage crime in tl~e
neighborhood.
Doc Burke, 502 W. Dexter, explained that he was a representative from the Historic Preservation
Committee, and he felt that older neighborhoods needed to be protected and preserved,
Benito Flores-Meath, 901 Val Verde, expressed concern for noise levels produced at car washes, and
felt that this type of use would degrade the neighborhood.
Chris Northcliffe, 407 Fairview, explained that he did not think this was aneighborhood-oriented use.
Mr. Crooker told the Commission that a convenience store across the street was denied, and felt that if
a convenience store was not a good use in a neighborhood than a car wash would not be either.
Chairman Massey closed the public hearing.
Commissioner Maloney moved to aeny the request. Commissioner Kaiser seconded the motion.
• Comrrissioner Rife felt that most uses in the C-N district would generate some type of trai~c so traffic
was not an issue for him, He said that his main concerns were that the business would be operated 24
hours per day. He explained that some type of commercial use would be developed in this location in
the future.
Commissioner Kaiser also said that traffic was not a major concern of hiss His main concerns were with
uncontrollable noise. Commissioner Garner agreed that the noise was a major factor,
Commissioner Maloney felt that there were other uses in the C-N district that would be better suited for
this site.
Chairman Massey called for the vote and the motion to deny the request passed 4-2; Commissioners
Parker and Rife voted against the motion.
AGENDA ITEM NO. 4: Public hearing and consideration of a rezoning request for 1105 and
1107 Wellborn Road located on the east side of Wellborn Road and south of the Wellborn
Road/Holleman Drive intersection. (99-111)
City Planner Kee presented the staff report. She explained that this request involves two lots totaling
• approximately one-quarter acre in size. The lots front Wellborn Road and were subdivided sevec-al
years ago. The lots sit just south and adjacent to existing C-1 General Commercial property developed
as storage buildings. The Land LJse Plan shows the area for high-density single family development.

She explained that the request is not in compliance with the land use plan, although it is not
incompatible with some surrounding uses. The lots are part of an area that is surrounded by commercial
and residential land uses. She said that before any additional commercial zoning is considered in this
area, consolidation of larger properties should occur. This would enable better planning for
development and access onto Wellborn Road. She explained that this would not guarantee that
commercial zoning is the most appropriate. Since there is single family development on Southland,
there needs to be some transition zoning between these homes and the commercial and industrial at the
Holleman and Wellborn corner. Staff recommended denial of the request.
Chairman Massey opened the public hearing.
Ms. Lucille Young, applicant, explained that her intentions were to open a beauty shop at this location,
She said that a tavern and movie theater used to be located at this site, years ago. She explained that
she would either renovate the existing building or tear it down and rebuild.
Mr. Benito Flores-Meath, 901 Val Verde, felt that R-1 Single Family may not be the best zoning for this
location, He thought that a beauty salon would be a low intensity business.
Mr. Tom Schwart, 706 Swiss Court, thought the beauty salon was a good use for the area.
Chairman Massey closed the public hearing.
Commissioner Parker asked staff what their thoughts would be for a zoning classification for the area.
Ms. Kee said that she did agree that R-1 may not be the best classification, however, rezoning should
od;cur in more of a comprehensive fashion.
• Commissioner Maloney asked if staff would be able to support a C~l~l classification. Ms, Kee said that
she would be more comfortable with C-N, but reminded the Commission that when any commercial
zoning district is approved, a range of uses would be perrrutted,
Commissioner Rife moved to recommend denial of the requeste Commissioner Kaiser seconded the
motion.
Commissioner Rife felt that this would be a form of "spot-zoning".
Commissioner Maloney said that he thought this was a piecemeal approach to the area and would
support C-N over C~ 1.
Commissioner Parker felt the Commission needed to help the applicant and let her know what the
Commission wG•~tu support. He thought it was important for the applicant to be able to rievelop her
business in an area she was familiar with.
The Commissioners agreed. that they could support a C~N classification.
Assistant City Attorney Ielemcik informed the Commission that they could recommend a more restrictive
zoning classification without sending the applicant through the process againo
• Chairman Massey called for the vote to recommend denial of the request to rezone the property to C-l .
The motion passed 6-0.

Commissioner Parker made a new motion to recommend approval of the request with a C-N zoning
classification. Commissioner Garner seconded the motion, which passed 4-2; Commissioners Kaiser
• and Rife voted against the motion,
AGENDA ITEM NO. 5: Puhlic hearing and consideration of a rezoning request for
approximately 7.2 acres located near the Holleman and Welsh intersection and being the
proposed Lot 2, Block 1 of the Holleman/Welsh Addition. (99-1.12)
Senior Planner McCully presented the staff report and explained that the applicant is preparing the
subject property for development as low-density multi-family. The intended use is for either duplex,
four-plex, or a mix of these two building types on individual lots. The property would be required to be
platted before building permits can be issued. The requested zoning district would act as a step down
transition zone between the commercial corner and the existing single family developments. R-4 zoning
could be considered compatible with single family if it is oriented away from the single family and
through the use of screening. If four-plexes are built on the subject property, the Zoning Ordinance
would require a 6' screening fence between them and the existing single farruly. However, if duplexes
are built, no screen fence would be required unless the rezoning includes such a condition, The height
restriction (35') in the R-4 is the same as in the R-1 and R-lA zoning districts. Staff recommended
approval with the condition that a screening fence is installed between the subject property and the
single-family areas regardless of the housing type chosen and with the condition that the buildings are
oriented away from the existing homes.
Chairman Massey opened the public hearing.
• Tom Schwart, 706 Swiss Court, said that his home backs up to this site. He felt that changing to R-4
would degrade the area. He said it was difficult now to develop a neighborhood atmosphere because
most of the property is rental. The commercial developments were not offensive to the area. This type
of development would take away from community spirit. He had strong feelings that this development
would substantially increase traffic on an already high volume street (Holleman).
NIr. Blake Cathey, developer for the property, explained that R-1 was not chosen for this tract of land
because of the odd shape of the property. The most effective plan for the property was to develop
around 30 dwelling units. The plan would enhance and benefit the area. He said that he would not have
any problems with the screening recommendations as stated by staff.
Norma Miller, 504 Guernsy, explained that there was no need for additional multi-family development
within the historic areas of College Station. This type of development would add to traffic problems
already present on Holleman. She had concern witri parking for the development.
MacHayden Dillard, Century 21, explained that the property had been listed for several years. The
property shape elirrunates R-1 development. He also felt that R-1 would not be suitable because the
property backs up to C-1 development.
Lynell VVozencraft, 1100 Dexter South, said that she is the owner of the property. She explained that
this piece of property had been in her family for many years. She was having a difficult time selling it
because of the odd shape. She said that she understood where the opposition was coming from but felt
that she should not be held up trying to sell and develop it.

Ms. Hattie Crow, 101 L Dexter, had strong concerns for the increased traffic along Holleman, She felt
this type of development would only increase the problems.
• Ms, Melanie Adams, 706 Swiss Court, said that her property would be directly affected. by this
development. There would be added traffic and noise for the surrounding neighborhoods, She felt this
would drive families away from the area because of safety issues,
Mr, Jerry Cooper, 602 Bell, said his concern was that the development plans showed narrow streets and
inadequate parking.
Mr. Tim Wozencraft, 1100 Dexter, said that he understood the concerns expressed by the citizens, but
felt that since the majority of the area is rental property this development would not cause more
problems. He felt the traffic would only increase by approximately 5 percent because most of the traffic
generated already exists as through traffic.
The Commission asked staff to comment on the increased traffic. Transportation Planner Hard said that
the 5% estimate was a fair number and felt that this development would not generate excessive traffic,
Ms. June Cooper, 900 Val Verde, thought the plans shown were good, but felt this location may not be
the best suited for the development.
Mr, Benito Flores-Meath, 901 Val Verde, urged the Commission to preserve neighborhood integrity.
He also was concerned with increased traffic and high speeds.
• Mr, George Stuart, 2406 Burton Drive, explained that he owned the property at 1115 Welsh (Texas
Commission for the Blind Office). He said that he was speaking on behalf of the state office and they
expressed their desire to leave the zoning as it is at R-1. He said that one of their reasons for locating
this office at their current location was because of the low traffic volumes as opposed to their former
site at a highly congested area in another part of College Station.
Mr. Dock Burke, Historic Preservation Committee, expressed his concern for preserving the historic
areas of College Station.
Chris Northcliff, 407 Fairview, expressed similar concerns with traffic volumes, neighborhood
preservation and safety.
The Commission asked if the applicant or owner considered a conditional use for the property. The
owner explained that they were not familiar with conditional uses.
Chairman Massey closed the public hearing.
Commissioner Rife moved to recommend denial without prejudice and the recommendation to the
applicant to consider a PDD-H (Planned Development District -Housing) for this property.,
Commissioner Kaiser seconded the motion, which passed (4-1-1); Commissioner Garner abstained from
the item and Commissioner Parker voted against the motion.
The Commissioners suggested that the applicant work with the neighborhood and Historic Preservation
Committee to come up with a plan that would satisfy everyone involved.

AGENDA ITEM NO. 6: Public hearing and consideration of a rezoning request for
approximately 7.2 acres located approximately 290 feet west of FM 2818, south of F&B Road
• from R-1 Single Family to C-I General Commercial. (99-105)
Assistant City Engineer Morgan presented the staff report. She explained that this rezoning was
returned to the Conunission for consideration as a C-1 General Commercial zone. In March the
Commission considered a request for C-2 Cormercial Industrial. The Commission recommended
denial of the C-2 request without prejudice. The City Council denied the C-2 request and returned the
item to the Commission for consideration of C-1 zoning. The Council understood the utility issues and
alternatives for services. Access to F&B Road was identified as a concern. The applicant is requesting
the rezoning of the subject property for future development to C-1. C-1 allows a broad range of uses
including retail, restaurants, theaters, nightclubs, and auto dealerships. It does not include some of the
more intense industrial uses such as lumberyards and machine shops, allowed in the earlier C-2 request.
The City's land use plan shows the area as Retail Regional, which would include such development as
retail centers, service conurlercial and restaurants. The request is in compliance with the City's Land
Use Plan. There is an existing single-family residence immediately to the west of this property, which
could pose potential land use and buffering issues. Staff recommended approval of the request for C-
with the conditions that access be taken from FM2818 or that F&B Road be improved from the western
property line of the subject tract to FM2818, providing adequate capacity for the development
proposed. Utility concerns would have to be addressed at the time of development through providing
adequate facilities and/or obtaining variances before permits can be issued.
Chairman Massey opened the public hearing.
• Mr. Jim Jett, 1206 King Arthur Circle, the applicant, explained that no use is proposed at this time. FIe
said that he was not fond of the way staff worded the recommendation with the access condition,
Ms. Patricia Jones, said that she was in support of the request.
Ms. Dorothy Sens, 3905 F&B Road, said that she was concerned with the unknown of what would be
developed. She has a strong desire to protect her interests and home. She had concerns with streets
and access to the development,
Mr. John Isgitt, 3909 F&B Road, had similar concerns regarding the unknown and access to the site..
Chairman Massey closed the public hearing.
Commissioner Kaiser moved to recommend approval of the C-1 with star conditions as stated in the
staff report. Commissioner Rife seconded the motion, which passed unopposed (6-0).

Mr. Benito Flores-Meath, 901 Val Verde, said that he was opposed to the C-2 classification but could
support the C-1 zoning.
AGENDA ITEIl7 NO. 7: Public hearing and consideration of a rezoning request for
approximately 7.2 acres located along the west side of State Highway 6, approximately 700'
south of Graham Road, from R-6 Apartments/High Density to C-1 General Commercial.
• Senior Planner McCully presented the staff report. She explained that the City Council approved this
rezoning on March 25, 1999 with three conditions:
1. That there be a vegetative buffer that meets p&D requirements on the proposed ~'-1 property
along the western boundary.
2. That the overall heights of the buildings in the C-1 development not exceed 35',
3. That the zoning not be effective until an east-west minor collector is either installed or guaranteed,
She explained that the request was returning to the Commission and Council because the applicant
would like to have condition number 3 removed. °I'he Commission approved the Master Plan for the
parent tract on March 18, 1999. The Master Plan shows a future collector road that would extend off
of Highway 6, through the subject property and through a future single family neighborhood, The
collector is shown on the Master Plan to eventually connect with the future Longrrure extension. The
collector satisfies the intent of the condition in that it provides a location for commercial development
that is in compliance with the City's Comprehensive Plan. However, the Master Plan does not
guarantee that the road will be installed. If the proposed collector is not installed, then the request for
commercial zoning on this subject property would not be in compliance with the City's criteria for
locating commercial development at intersections of major roadways at the periphery of residential
areas. Staff recommended denial of the request so that all three conditions of the rezoning to C~ 1
• remain as they were approved in March of this year.
Chairman Massey opened the public hearing.
Mr. Alton Ofczarzak, applicant, explained that he wanted the Commission to reconsider the conditions
that were placed on this rezoning in early March. He said that he has every intention to build to the
east-west minor collector (condition number 3), but in phases.
NU. Benito Flores-Meath, 901 Val Verde, said that he agreed with staff to approve the request with the
conditions. He was concerned that oversized participation could be considered for the building of the
street. He said that at the March 4`~ meeting, he asked staff if oversized participation could be a
possibility and staff said no, but now it is an option. Ms. McCully explained that oversize participation
could be requested for Longmire because it would serve a larger area. The minor collector would not
be a good candidate for oversize participation. For consideration of oversize participation funds, the
applicant would need to comple~c an impact study to show his demands with Longrrure, in comparison
to the larger or greater need. This would determine the amount of fund participation (if approved).
Staff is not sure if the applicant would even request the participation.
Mr. Nuke Hester, Engineer for the Project, reiterated that the applicant would be willing to build the
minor collector, but needed to do it in phases. He wanted to know why the street needed to be built
through the entire subdivision initially and not through phases.
Ms. McCully explained that Staff wants assurance that the street would be built. The condition was not
placed on the request to show lack of trust, but felt the City needed to take conservative measures to

protect the City. She said that staff was also concerned with the probability of "spot-zoning", because
the development would not be in compliance with location criteria as stated in the Comprehensive Plan,
The Commissioners questioned the possibility of "guarantee" for the street. Mr. Hester responded that
it would cost $150,000 to guarantee the street.
Chairman Massey closed the public hearing.
Commissioner Kaiser moved to recommend denial of the request. Commissioner Rife seconded the
motion, which passed unopposed (6-0).
Commissioner Kaiser felt that when this request was considered in March, the applicant expressed the
desire to have the property rezoned so the street would be built. He said that the City's restrictions
were to assure that the City would be protected and standards would be met.
AGENDA ITEM NO. 8: Presentation on neighborhood planning by students from the
Eisenhower Leadership Development Group.
This item was presented after the consent agenda was approved.
Senior Planner Battle explained that Staff had been working on a new neighborhood services and
planning program which would provide a framework for the City and neighborhoods to work together
to address certain issues. A Neighborhood Task Force was created. This task force is a group of
citizens working to develop goals and make recommendations about the services the Neighborhood
• Planning Program could offer. He introduced the Eisenhower Leadership Development Group from
Texas ABzM University. He explained that this group's project for the semester was to research
neighborhood planning programs and to provide recommendations on the development of a program in
College Station. The group presented the report to the Commission and presented their
recommendations and findings.
AGENDA ITEM NO. 9: Consideration of minutes from the Workshop Meeting held on April ~2,
1999 and discussion of Strategic Issues.
Commissioner Rife moved to approve the minutes with one clerical change. Commissioner Garner
seconded the motion, which passed unopposed (6-0).
AGENDA ITEM NO. 10: Discussion of future agenda items.
Commissioner Rife asked staff if they would consider adding an item to a future agenda regarding the
Woif Pen Creek Development ordinance amendment excluding big box retail and multi family
development.
AGENDA ITEM NO. 11: Farewell comments from outgoing Planning and Zoning
Commissioners.

Chairman Massey said that replacements for the Commission would be made at either the May 13, 1.999
City Council Meeting or the May 27, 1999 meeting, Chairman Massey and Commissioners Garner and
Maloney said their good-byes. The remaining Commissioners wished them well in their terms on the
City Council.
