COMMISSIONERS ABSENT: Commissioner Kaiser.

AGENDA ITEM NO. 1: Discussion of Northgate Special District.
• Senior Planner McCully made the presentation discussing the Northgate Redevelopment Plan. She
explained that the redevelopment plan was a Council Strategic Issue in 1995. The City Council adopted
the plan in 1996. She discussed the characteristics of Northgate. The implementation of the plan
included Capital Improvements projects (completed and proposed), the creation of Northgate Districts,
and the review process. The Northgate Subcommittee Review Board handles the review process, The
Subcommittee includes five members of the Northgate Review Board and three rotating members of the
Planning and Zoning Commission. She explained that the review is based upon ordinance requirements
and discretionary items. She explained the difference between the two.
The Commissioner discussed the importance of the members to know which items were discretionary
and required. They agreed that a handout listing the different review items would be beneficial when
the Commissioners serve on the Review Board.
