COMMISSIONERS ABSENT: COUNCIL LIAISON Commissioners Mooney and Kaiser. Council Member Hazen STAFF PRESENT: Director of Development Services Callaway, Development Coordinator Ruiz, Staff Assistant Charanza, Staff Planner Jimmerson, Planning Intern Siebert, City Planner Kee, Transportation Planner Hard, Senior Planner McCully, Assistant City Engineer Morgan, Staff Planner Anderson, Graduate Engineer Tondre, Neighborhood Planner Battle, Assistant City Attorneys Nemcik and Ladd. • AGENDA ITEM NO. 1: Discussion of the Drainage Ordinance. Assistant City Engineer Morgan and Graduate Engineer Tondre made the presentation discussing the City's Drainage Ordinance. They explained that the purpose of the ordinance is to protect the health safety and general welfare of the citizens of College Station. The current ordinance was adopted in October 1987. She went over key definitions as defined in the Drainage Ordinance (i.e. 100-year floodplain, 100-year storm, Base Flood Elevation, and FEMA). It was pointed out that some developments use parking lots as detention areas (such as Lone Star Pavilion, Lacks, and Kroger's). The City Engineer or his/her representative administers the drainage ordinance. The Planning and Zoning Commission's authority is limited to that under the Subdivision Regulations. The Zoning Board of Adjustments hears any appeals of interpretations. Staff pointed out certain FEMA requirements. The permitting process was explained. Staff pointed out that in College Station the streets are designed for drainage. Commissioner Warren asked what the cost would be for a full analysis of the areas in south College Station. Ms. Morgan responded that the City of Bryan did a similar study and their cost was approximately $10-20,000 per creek mile. Ms. Warren asked if the County would share in the cost to better the drainage in the area? Ms. Morgan pointed out that most of the creeks in southern College Station are actually within the City limits. Chairman Rife asked what steps were taken to insure compliance with the Drainage Ordinance (ex. Steeplechase Final Plat's staff report stated that it "appears to be in compliance". Ms. Morgan explained that at the time of staff report preparations, the review of the drainage/construction plans are P&Z Workshop Minutes August S, 1999 Page 1 of 2 not completed. Final Plats and construction plan usually run concurrent and there is not enough staff time to review both. However, staff does not have the manpower to inspect detention areas while developed. • r1 U AGENDA ITEM NO. 2: Adjourn. The workshop meeting was adjourned.
