COMMISSIONERS PRESENT: Acting Chairman Gribou, Commissioners Garner, Massey, Lightfoot, Rife, and Parker. COMMISSIONERS ABSENT: Commissioner Silvia. STAFF PRESENT: Senior Planner McCully, City Planner Kee, City Engineer Laza, Development Coordinator Volk, Senior Secretary Charanza, Graduate Civil Engineer Kaspar, Transportation Planner Hard, StaffPlanner Battle, and Assistant City Attorney Reynolds (Mayor McIlhaney and Councilman Esmond were in the audience • for part of the meeting). Mayor McIlhaney administered the oath of office to new Commissioner Rife and reappointed Commissioner Garner. Mayor McIlhaney informed the Commissioners of her desire to meet with the Chairpersons of all appointed Committees monthly to keep communication open between the Council and the Commission. AGENDA ITEM NO. l: Approval of minutes from the meeting of June 19, 1997. Commissioner Massey moved to approve the minutes from the meeting of June 19, 1997 as written. Commissioner Lightfoot seconded the motion which passed unopposed (6 - 0). AGENDA ITEM NO. 2: Public hearing to consider a conditional use permit request for the College Station Institute of Religion located at 100 East Dexter Drive to allow an addition and remodeling of the existing building. (97-706) Senior Planner McCully presented the staff report and stated that this Conditional Use Permit is to allow the addition and remodeling of an existing facility at 100 East Dexter Drive. The subject property is located on the north west corner of Dexter and Old Jersey. The property is currently being used as a student center for the Church of Latter Day Saints (Mormon) students at Texas A&M under a conditional use permit granted in 1984. Surrounding property includes Brison Park and some single family homes across Dexter. The expansion will add approximately 4000 square feet of office and • classroom space to the existing 5000 square foot facility. Last year, the parking lot was expanded to P & ZMinutes July 3, 1997 Page 1 of S accommodate a total of 49 parking spaces. At that public hearing, several of the residents voiced concerns regarding drainage problems. These drainage concerns are coming from downstream property owners. The Commission approved that request, with the understanding that the applicant would be • required to comply with the City's Drainage Ordinance. Staff notified 12 property owners within 200 feet. Two inquiries were received as of the date of the staff report. Staff generally does not make recommendations in Conditional Use Permit cases. The public hearing is an opportunity for the Commission to measure the potential impact on surrounding land uses. If the Commission chooses to approve the Conditional Use Permit, Staff recommends that approval be with PRC conditions, and with the condition that there is compliance with the City's Drainage Ordinance. Acting Chairman Gribou opened the public hearing. Tom McMullen, Director of Facilities gave background of conditions explaining that they have maintained the screening foliage along the street. This expansion is to accommodate the people currently using the facility, not to increase the use. The existing parking is sufficient to accommodate current users with no adjustments. Scott Schaeffer, resident, was not in opposition to this project but wanted to voice some concerns. He had concerns with the design prior to viewing it. His main concern was about the notification process. He felt the 200 foot notification area was not sufficient because in this case there are not many owners within this notification area. He also feels the review process is done too early, long before the public hearing is held, particularly since this location is in the historical district. He thinks the residents in this case needed to know earlier in the process. • Jack Inglis, 607 Old Jersey came forward and stated concerns about the City and State neglecting to maintain Old Jersey Trail which runs across an old bridge. John Royal, 606 Old Jersey, expressed concern about the impact of this project on the current drainage problems. The drainage problems may increase during the construction process. He would like the rear of the property to maintain the same visual screeningas the front of the property. Mr. Royal believes the property may be too small for the project. He stated that this parking area was being used for paid parking during the football season. Mr. Inglis asked if there would be any further construction on this property in the future. Mr. Dan Evans, architect for the project, said this should be the last construction at the current location. If further construction was to happen, the owners would probably seek a different location. Acting Chairman Gribou closed the public hearing. Commissioner Rife asked if the City monitors drainage and flood plain problems. Graduate Civil Engineer Kaspar explained that the City monitors the problem areas. He also explained that staff is working with the Engineer on the parking lot and existing drainage problems. City Engineer Laza said that the City is aware that the flooding is coming from the University side and that A&M just completed a drainage study to find solutions. He stated that this project should not contribute any to the current problems because the problems are upstream. He also stated that all • developers are required to furnish drainage reports and plans which comply with the Drainage Ordinance on any projects in the City. P & ZMinutes July 3, 1997 Page 2 of S Commissioner Lightfoot moved to approve this Conditional Use Permit with the PRC comments. Commissioner Rife seconded this motion. • Commissioner Parker stated that he is inclined to deny the request without adding a condition for no future additions to this property. Discussion followed as to whether or not the Commission can limit additional expansion on a site and City Planner Kee said that she did not think they can limit future expansions through Conditional Use Permits but they can certainly deny this request. Commissioner Lightfoot said that he doubts if the institute would even care to add on to the site. The Commission voted on the motion and it passed unanimously. (6-0) AGENDA ITEM N0.3: Consideration of a preliminary plat for the Wiseman Estates subdivision located within the city's E.T.J., totaling 102.5 acres, divided into 18 residential lots generally located along the west side of State Highway 6 across from the Texas World Speedway. (97-306) Graduate Civil Engineer Kaspar presented the staff report, adding that a variance to the length of a cul- de-sac street is being requested. The master preliminary plat includes approximately 102.5 acres divided into eighteen residential lots located on the west side of State Highway 6 across from the Texas World Speedway in the City of College Station's E.T.J. and provides 9.1 acres of street right-of--way. An offsite easement must be obtained to provide access to State Highway 6. Staff recommended approval with the Presubmission Conference conditions. Mr. Bill Wiseman, owner, was present in the audience to answer any questions. • Commissioner Parker moved to recommend approval of this master preliminary plat with conditions from the Presubmission Conference. Commissioner Garner seconded the motion, which passed unopposed (6-0). AGENDA ITEM NO. 4: Consideration of a preliminary plat for a portion of the Franklin Estates subdivision located within the city's E.T.J., totaling 102.5 acres generally located around the intersection of Boxley Bend, Dogwood Trail and River Road. (97~$) a `~, ~~ aLv Graduate Civil Engineer Kaspar presented the staff report pointed out the request includes a variance to the Subdivision Regulations to allow 60 feet instead of 70 feet of street right-of--way on existing streets. This subdivision plat contains property that was subdivided without being platted. These lots will eventually need to be legitimized through platting. Any further resubdivision of the existing lots will require platting as well. The applicant owns lot 9 and intends to plat the south corner of the property into a separate lot in the near future. Staff recommended approval with the Presubmission Conference conditions. Commissioner Rife questioned the variance request. Development Coordinator Volk explained that the streets have already been platted but the land was not properly platted. Commissioner Lightfoot moved to approve this final plat with the Presubmission Conference comments. Commissioner Garner seconded the motion which passed unopposed (6-0). • P & Z Minutes July 3, 1997 Page 3 of S AGENDA ITEM NO. 5: Consideration of final plat for Woodcreek Section Nine totaling 11.4 acres divided into 36 single family lots located southeast of Foxfire Phase II and north of • Woodcreek H along the extension of Stonybrook. (97-216) City Planner Kee presented the staff report and stated that this plat contains lots that average .25 acres each. All are zoned for single family use. This final plat continues implementation of the Woodcreek Master Plan approved in the eighties. It does contain an important link in the City's thoroughfare system, the connection of Stonebrook in Woodcreek to Foxfire in Foxfire. Staff has heard that there is opposition to this connection from the neighborhood. Stonebrook has been intended to serve as a residential collector street since the inception of Woodcreek. It has been on the City's Thoroughfare Plan since 1980. Current estimates of traffic on Stonebrook is that it carries about 400 - 600 vehicles per day. Foxfire Drive carries about 1200 vehicles per day. With the connection the volumes on the Foxfire end will probably go down somewhat while those on the Stonebrook end in Woodcreek will go up slightly. The connection will create a residential collector with volumes ranging from 1000 - 1500 vehicles per day. The connection will not cause "through" traffic. This traffic is residential traffic between neighborhoods which will have either an origin or a destination in Woodcreek or Foxfire. There is not commercial development on either end of this roadway which would bring traffic from another part of town to this area. Stonebrook and the residential lots adjacent to it have been designed and constructed correctly for it to serve as a collector street for the neighborhood. Most, if not all, lots have either rear or side frontage to • Stonebrook. Few, if any, lots front on Stonebrook and few lots have driveways which take direct access to Stonebrook. Stonebrook will remain a residential street with a 30 mph speed limit. A brick fence is already m place which buffers many properties along a significant portion of the roadway. Staff recommended approval of this plat with the condition that all "Staff Notes" are addressed. Due to conflict of interest, Commissioner Rife excused himself from discussion of this topic. Mike McClure, Engineer for this project was present in the audience to answer any questions of the Commission. Commissioner Garner moved to approve this final plat. Commissioner Massey seconded this motion and it passed unanimously (5-0). AGENDA ITEM NO. 6: Consideration of a final plat for Holleman Arms Apartments totaling 20.9 acres divided into one commercial lot and one apartment lot located on the southwest corner of Holleman and Wellborn, west of the railroad tracks. (97-219) Graduate Civil Engineer Kaspar presented the staff report and stated that this property is being prepared for development of amulti-family complex and a commercial lot. This final plat matches the master preliminary reviewed and approved in June. The master preliminary plat included an R-5 zoned tract on the north side of Holleman with an M-1 • strip across the Wellborn Road frontage. This tract is to remain undeveloped for the time being. The R-5 tract on the south side is under consideration for a zone change to remove the M-1 strip and P & ZMinutes July 3, 1997 Page 4 of5 i• • replace it with a C-1 corner, for a total of two lots on the southern half on the subject tract. The applicant intends to develop the resulting 17.9 acres of R-5 as an apartment complex. The remaining 3 acre C-1 tract has no immediate user at this time. This property has access to Holleman Drive, a minor arterial. However the plat does not propose the dedication of the Marion Pugh extension. The Thoroughfare Plan that is currently under consideration by Council does not show Marion Pugh between Holleman and the proposed Jones-Butler Road. The applicant requested a variance to this requirement which will be considered as part of the preliminary plat by Council on June 26, 1997. The detention requirements for this property will be addressed at the time of site plan review. The developer of the R-5 tract will be required to pay a parkland dedication fee in lieu of land dedication or to dedicate 1.65 acres of land. The Parks and Recreation Department has expressed a preference for a land dedication rather that the fee. At this time, the method of dedication has not been determined. Staff recommended approval of this plat with the condition that all "Staff Notes" are addressed. Commissioner Massey expressed concern about the possible future addition to the Railroad tracks which would increase the number of trains significantly. He would like to take into consideration traffic problems related to this issue. Transportation Planner Hard explained that a representative from Union Pacific Railroad told him that there was not a projection date set. The Commission decided that this "possible increase" should not be a factor in consideration of this plat. Commissioner Garner stated that she would like the Commission to initiate the Wellborn Study. Commissioner Lightfoot moved to approve this final plat. Commissioner Parker seconded this motion and it passed unopposed (6-0). AGENDA ITEM NO. 7: Other Business There was no other business. AGENDA ITEM NO. 8: Adjourn Commissioner Garner moved to adjourn the meeting of the Planning and Zoning Commission. Commissioner Lightfoot seconded the motion which passed unopposed (6 - 0).
