Planning & Zoning Commission
CITY OF COLLEGE STATION, TEXAS
November 21, 1996
7:00 P.M.
COMMISSIONERS PRESENT: Chairman Hawthorne and Commissioners Massey, Garner and
Lightfoot.
COMMISSIONERS ABSENT: Commissioners Smith, Parker and Gribou.
STAFF PRESENT: Planning Technician Thomas, Assistant City Engineer Morgan,
Graduate Civil Engineer Homeyer, Senior Planner McCully,
Energy Auditor Battle and Assistant City Attorney Reynolds.
• AGENDA ITEM NO. 1: Approval of minutes from the meeting of November 7, 1996.
Commissioner Massey moved to approve the minutes from the meeting of November 7, 1996 as
written. Commissioner Lightfoot seconded the motion which passed unopposed (4 - 0).
AGENDA ITEM N0.2: Public hearing to consider a rezoning request for approximately 29
acres located on the north side of F.M. 2818 near the State Highway 6 East Bypass from R-1
Single Family Residential to C-B Business Commercial. (96-120)
This item was withdrawn by the applicant prior to the meeting.
AGENDA ITEM N0.3: Public hearing to Consider a conditional use permit request for the
Aggieland Animal Health Center at 100 Graham Road at the Wellborn Road intersection to
allow the addition of exterior dog runs. (96-712)
Senior Planner McCully presented the staff report and stated that in May of this year, the Commission
approved a request is for the conversion of an M-1 zoned office building into a veterinary clinic. The
M-1 district does not specifically permit veterinary clinics, but they could be placed in any zoning
district if they are found to be compatible with the surrounding area uses. The Commission had these
findings earlier this year. However, at the time, there was no outside activity proposed. There is no
residential use within the area, and the outdoor activity will be screened from the Wellborn and Graham
Road rights-of--way.
• Chairman Hawthorne opened the public hearing. Seeing no one present to speak in favor of or in
opposition to the request, he closed the public hearing.
Commissioner Massey questioned staff concerning the request and its compliance with the
Comprehensive Plan.
• Senior Planner McCully stated that there is no conflict with the proposal and the proposed
Comprehensive Plan. At the last Council meeting, staff was directed to look at this Graham Road area
and the possibility of allowing light industrial as well as commercial uses.
Commissioner Lightfoot moved to approve the conditional use permit request for the Aggieland Animal
Health Center at 100 Graham Road at the Wellborn Road intersection to allow the addition of exterior
dog runs. Commissioner Garner seconded the motion which passed unopposed (4 - 0).
AGENDA ITEM NO. 4: Discussion and consideration of a Zoning Ordinance
amendment to section 9.2D pertaining to surfacing requirements. (96-821)
Assistant City Engineer Morgan stated that in September, this item came before the Commission for
review and recommendation to the City Council. At that time, there were questions regarding how long
these "all weather" surfaces could be kept in place. The intent of the ordinance amendment was not to
allow other standards in lieu of permanent pavement standards for parking lots or access ways, but
rather to allow some alternatives for use during construction, phasing of projects and for emergency
access only permanent installations. It was apparent after hearing the Commission's concerns, that the
intent was not clearly worded in the ordinance amendment. Staff h as made changes to the amendment
to try and address the Commission's concerns and more clearly explain the types of "all weather"
surfaces and under what circumstances they maybe used.
• Commissioner Lightfoot moved to recommend approval of the proposed Zoning Ordinance amendment
to section 9.2D pertaining to surfacing requirements as presented by staff. Commissioner Garner
seconded the motion which passed unopposed (4 - 0).

There was no other business.
AGENDA ITEM NO. 6: Adjourn.
Commissioner Garner moved to adjourn the meeting of the Planning and Zoning Commission.
Commissioner Massey seconded the motion which passed unopposed (4 - 0).
