AGENDA ITEM NO. 1: Approval of minutes from the meeting of February 3, 1994.
Commissioner Mariott moved to approve the minutes from the meeting of February 3, 1994 as
written. Commissioner Lane seconded the motion which passed unopposed (6 - 0).
AGENDA ITEM NO. 2: Public hearing to consider a rewning request of 19.34 acres located along
the south wide of Southwest Parkway at the future extension of Central Park Lane from GN
Neighborhood Commercial, R-3 Townhomes and R-lA Single Family Residential to R-S Medium
Density Apartments. (94-1Q2)
City Planner Kee presented the staff report and recommended approval of the proposed rezoning.
This request complies with the revised land use plan as adopted in the F.M. 2818 Study. It also
consolidates several tracts for multi-family zoning and will also result in the extension of a portion of
Central Park Lane. The proposed zoning does not conflict with existing land uses nor with future
planned uses. There is existing R-1 zoning to the south but it is currently largely vacant with a
church as the closest structure some 400' away. Sixteen surrounding property owners were notified
with one inquiry.
Chairman Hawthorne opened the public hearing.
Applicant Philip Blackburn of 1506 Southern Plantation Oaks Drive approached the Commission
and presented a schematic site plan of the proposed Windsor Station Apartments. He stated that
the majority of the subject property is zoned R-5 and the proposed rezoning will bring the property
into compliance with the Comprehensive Plan. The design of the complex is in a courtyard fashion
with the perimeter of the project surrounded by wrought iron fencing, berms and extensive
landscaping. In terms of living units, Mr. Blackburn stated that there could be a maximum of 336
units and a minimum of 304 units. The marketing strategry of the project has been targeted toward
young professionals and not solely students.
Chairman Hawthorne closed the public hearing.
. Commissioner Mariott moved to recommend approval of the rezoning of 1934 acres located along
the south side of Southwest Parkway at the future extension of Central Park Lane from C-N
Neighborhood Commercial, R-3 Townhomes and R-]A Single Family Residential to R-5 Medium
Density Apartments. Commissioner Smith seconded the motion which passed unopposed (6 - 0).

AGENDA ITEM NO. 3 & 4:Public hearing to consider a rezoning request of 4.02 acres located
along the south side of Southwest Parkway approximately 400' west of the Welsh Avenue
intersection from Gl General Commercial to R-4 Low Density Apartments. (94-101)
Consideration of a preliminary plat for the Pontalba Apartments Phase One. (94-302)
Staff Planner Kuenzel presented the staff reports for the proposed rezoning and preliminary plat of
the Pontalba Apartments. This request would result in the continuation of the apartment pattern
that exists in this area. The low density residential Land Use Plan designation that exists on the
hack portion of the property is not likely to occur considering the configuration of property in the
area and the fact that there is a common property line between this area and the A&M
Consolidated bus parking lot. Due to the fact that the rezoning is in compliance with the Land Use
Plan and is not in conflict with surrounding land uses, staff recommended approval of the rezoning
request and the preliminary plat with the provision of access casements allowing lots one and two
access to the public right-of-way.

Engineer Larry Wells of the Municipal Development Group approached the Commission and
offered to answer any questions concerning the proposed rezoning and preliminary plat.

Commissioner Mariott moved to recommend approval of the rezoning of 4.02 acres located along
the south side of Southwest Parkway approximately 400' west of the Welsh Avenue intersection from
C-1 General Commercial to R-5 Low Density Apartments. Commissioner Lane seconded the
motion which passed unopposed (6 - 0).
Commissioner Mariott moved to recommend approval of the preliminary plat for the Pontalba
Apartments Phase Onc with staff recommendations. Commissioner Lane seconded the motion
• which passed unopposed (6 - 0).
AGENDA ITEM NO. 5: Consideration of a preliminary plat for the Southwood Forest Phase Five
Subdivision. (94-303)
City Planner Kee presented the staff report and recommended approval of the preliminary plat as
submitted.
Commissioner Gribou moved to recommend approval of the preliminary plat for the Southwood
Forest Phase Five Subdivision. Commissioner Mariott seconded the motion which passed
unopposed (6 - 0).
AGENDA ITEM NO. 6: Other business.
There was no other business.
AGENDA ITEM NO. 7: Adjourn.
Commissioner Mariott moved to adjourn the meeting of the Planning and Zoning Commission.
Commissioner Lane seconded the motion which passed unopposed (6 - 0).
