MEMBERS PRESENT: Chairman Maher; Commissioners Behling, Gardner, Watson, Hazen Sears; Council Liaison Boughton MEMBERS ABSENT: Commissioner Bailey STAFF PRESENT: Director of Planning Mayo, City Engineer Ash, Zoning Official Callaway, Planning Assistant Longley AGNEDA ITEM N0. 1 -- Approval of minutes - meeting of June 5, 1980. Commissioner Watson moved that the minutes be approved. The motion was seconded by Commissioner Sears and unanimously approved. AGENDA ITEM N0. 2 -- Hear visitors. No one spoke. • AGENDA ITEM N0. 3 -- Consideration of a final plat - The '.Ramparts located at the intersection of Nagle Street and Church Street. Mr. Mayo explained that the final plat was identical to the preliminary. Commissioner Hazen asked if the entire area shown as"access easement" was to be paved, curbed, and guttered. Mr. George Boyett stated that the entire access drive area would be paved but that only portions would be guttered because the majority of these areas would be part of a parking lot. He explained that the driveway portion would be delineated by landscaping and painted stripes. Commissioner Watson moved that the plat be approved. The motion was seconded by Commissioner Sears and approved with,-Commissioner Gardner voting against. Commissioner Gardner stated that he objected to the concept of access to the pro- ject through private streets. AGNEDA ITEM Nn_ 4 -- nthar hiicinacc_ Commissioner Hazen presented a report from the subcommittee working on revisions to the commercial sections of the Zoning Ordinance. • MINUTES Page 2 Planning and Zoning Commission June 19, 1980 7:00 P.M. • The major provisions of the report were: - Future development should include aquisition of adequate right-of-way. - Deceleration lanes should be provided on major streets having commercial developments. - Access roads should be provided on arterial streets carrying high speed traffic. - Joint access should be required of small commercial developments on major roads. - The curb cut policy of the Engineering Department should be put into writing. - "Traffic Impact Areas" should be designated to lessen the burden on high traffic areas. (New businesses in these areas would be subject to Commission review and additional requirements for traffic access and circulation.) - A C-3 Zone should be established to include those commercial developments known to create a high traffic impact. Chairman Maher thank Commissioner Hazen for the report and complimented the subcommittee for its effort. Chairman Maher asked Commissioner Hazen to formalize the report so that the Commission could meet with the subcommittee. Chairman Maher advised the Commission that they needed to make a formal recom- mendation to the City Council concerning the annexation of property in the • Highway 30 area. He asked each Commission to express their opinion on the question. Commissioner Sears stated that he felt that the entire area would be annexed at some time and that the need to control development in the area was am immediate problem. He added that he understood the opposition of the Harvey Hillsides residents but that he would not let politics cloud the issue. Commissioner Hazen said that she would favor taking the area between T.I. and F.M. 158 and a strip along the south side of Highway 30, but that if~all the people in the Harvey Hillsides area were opposed, the area should not be annexed at this time. Commissioner Watson said that the important consideration was to control devel- opment along Highway 30 but that he was not sure about taking all of the Harvey Hillsides area. Chairman Maher stated that he favored annexation of the entire area. Commissioner Gardner said that from a strict planning standpoint, consideration should be given to annexing the entire area from Highway 30 to Birdpond Road. He added that it would be reasonable to annex the area between T.I. and F.M. 158 and a strip along Highway 30. Commissioner Behling said that his main concern was the City's ability to serve • the annexed areas. Mr. Mayo said that the staff recommendation was still to annex the entire area. He pointed out that the City would incure no more expense to serve the entire area than to merely serve a strip along Highway 30. MINUTES Page 3 Planning and Zoning Commission June 19, 1980 7:00 P.M. • The Commission decided to place the question of the agenda of the July 3 meeting for a formal recommendation. Commissioner Hazen asked when the Commission be taken on a tour of current developments in the City. Mr. Mayo advised that a tour would probably not be possible until August. AGENDA ITEM N0. 5 -- Adjourn. Commissioner Sears moved that the meeting be adjourned. The motion was seconded by Commissioner Behling and unanimously approved.
