Special Planning and Zoning Commission Meeting
May 12, 1978

Agenda Item No. 1 -- A vublic hearing on the question of ~rantinQ a Conditional
Use Permit for the construction of an 'athletic field house facility to be
located approximately 600 feet south of the intersection of Welsh Avenue
and Nueces Street. The application is in the name of the A&M Consolidated
Independent School District.
City Planner Mayo explained the proposed site plan.
Commissioner Etter asked. who would have access to the small parking area adjacent
to the field house.
The public hearing was closed.
Mr. Andy Cronk, project architect, stated that the small parking lot would be
for the coaching staff.
Chairman Stover noted that it would be difficult for vehicles to back out of
the end spaces of the small lot..
Mr. Cronk suggested that this could be adjusted.
Mr. Cronk stated that the field house parking lot had been separated from the
main lot to prevent cross traffic between the lots. He also noted that it
would not be possible to use planted islands in the large lot because the band
would be using the lot for marching practice.
Chairman Stover stated that the site plan provided did not show adequate
dimensions or detail.
W. D. Fitch stated that the School District had planned to get a permit for
the building only but had shown the parking area to avoid delay. He also
pointed out that the School had employed a firm to do an overall landscape
plan for the high school site.
Bruce Bergan, area resident, asked what the field house would look like.
Mr. Cronk replied that the building would be one story, approximately 70 feet
by 80 feet with an exterior matching the existing high school.
Mr. Fitch stated that the field house would not draw any additional people
or traffic to the site and it would be used only as a dressing room and coaches
office facility.
Mr. Fitch explained that the school and city were working to purchase
approximately 30 acres of land to the west of Welsh Avenue on which to build
a lighted football field--baseball field rather than build them on the
existing site where they had first been planned.

Mrs. Nelda Norman suggested that the facility should include public restrooms
and drinking fountains for the use of persons playing tennis or soccer on
the school property.
Mr. Fitch stated that this would pose severe vandalism problems and that the
field house was to be used only by varsity and visiting teams.
Chairman Stover noted that questions involving use of the school's property
should be discussed at School Board meetings.
Mr. Fitch invited the area residents to future School Board meetings to
discuss the questions raised.
The public hearing was closed.
Commissioner Mathewson moved that the use permit be granted on the following
conditions:
1. That only one curb cut be provided; at the north end of the
new parking lot.
2. That an appropriate visual screen be provided between the
existing parking lot and the new lot.
3. That the parking area for the coaching staff be so designed
as to allow adequate room for vehicles to get out of end
parking spaces.
The motion was seconded by Commissioner Sweeney.
Commissioner Etter encouraged area residents to get together with the School
Board to solve their problems.
The motion was approved with Commissioner Burke voting against.
Commissioner Burke stated that the field house was only one portion of
a total plan and that she would like to see the overall plan before voting
for any one part of it.

Commissioner Mathewson moved that the meeting be adjourned.
The motion was seconded by Commissioner Etter and unanimously approved.
