Regular Planning & Zoning Commission Meeting
October 21, 1976
7:00 P.M.
MEMBERS PRESENT: Vice Chairman Stover; Commissioners Bailey, Etter,

MEMBERS ABSENT: Commissioners Burke, Mathewson, Sweeney
Agenda Item No 1 -- Approval of minutes of meeting of October 7, 1976.
Commissioner Etter moved that the minutes be approved as written.
The motion was seconded by Commissioner White and unanimously approved.
Agenda Item No. 2 -- Hear visitors.
No one spoke.
Agenda Item No. 3 -- Reconsideration of a final plat resubdividing a
portion of Parcel IV, Block B, Culpepper Playa Addition.
City Planner Mayo pointed out changes which had been made in the proposed
site plan to accommodate required setback lines.
The Commission discussed the ruling by the Zoning Board of Adjustment
which classified the proposed project as an apartment-hotel.

Mr. J. C. Culpepper, Jr. spoke in favor of the proposed plat.
Commissioner Etter moved that the Commission recommend approval of the
Final Plat.
The motion was seconded by Commissioner Bailey and unanimously approved.
Commissioner Stover pointed out the recommendation of the Commission that
any further resubdivision of Parcel IV plat the entire parcel.
Agenda Item No 4 -- Consideration of a Preliminary Plat - Southwood Valley,
Section 8.
Mr. W. D. Fitch spoke in favor of the proposed plat.
City Engineer Ash recommended that Treehouse Trail, due to its winding
route, never be extended past its proposed point of termination at Brothers
Boulevard.
Mr. Fitch stated that he planned to plat residential lots along Brothers
Boulevard across from its intersection with Treehouse Trail, thus preventing
any future extension of Treehouse Trail.
Commissioner Bailey moved that the Commission recommend approval of the
proposed plat.
The motion was seconded by Commissioner Etter and unanimously approved.

Agenda Item No. 5 --.Consideration of a Master Preliminary Plat - Woodway
Village, located west of Wellborn Road, between the West Bypass and Luther
Street. (Edsel Jones, representative)
Mr. Edsel Jones and Mr. Jerry Bishop presented a study of sewer capacity
for the proposed development.
The report stated that the existing 15 inch sewer line would serve the `
entire 37 acre tract proposed as Phase I but only about 75% of the entire
Woodway Village project as shown on the Master Preliminary Plat.
The Commission discussed the method of extension sewer service to newly
developing areas.
Commissioner Stover stated that consideration of the Master Preliminary Plat
should focus on two basic points.
1. Density of development in the area
2. Sewer line capacity
Following a lengthy discussion, Commissioner Etter moved that the Commission
recommend approval of the proposed plat with the following stipulations:
1. That the Locations of the proposed C-N zoned property on
Luther Street be reconsidered.
2. That the intersections of Jones-Butler Road and F.M. 2818 with
with proposed Southwest Parkway extension be reworked to make these
right angle intersections.
3. That the proposed C-1 zoned property next to the proposed park
be reconsidered.
The motion was seconded by Commissioner Bailey and unanimously approved.
Agenda Item. No. 6 -- Consideration of a Preliminary Plat - Woodway Village,
Phase I.
Mr. Jones stated his reasons for building Jones-Bulter Road as a private
road.
Commissioner White moved that the Commission recommend approval of the
Preliminary Plat.
The motion was seconded by Commissioner Etter.
Commissioner Bailey suggested that the motion be amended to stipulate that
the developers give consideration to showing separate facilities for bicycles
on the plat.
Commissioner White and Commissioner Etter agreed to the amendment.
The amended motion was unanimously approved.
Agenda Item No 7 -- Reconsideration of the question of rezoning a 37 acre
tract (Woodway Village - Phase I) west of Wellborn Road and south of Luther
Street from R-1 to Medium Density Apartment Building District R-6.
Mr. Jones spoke in favor of the rezoning pointing out that the original request
was for R-3.

Commissioner Bailey. moved to recommend that the property in question be rezoned
to R-6, but that the rezoning be contingent on receipt of letters of
guarantee for the construction of the extension of Holleman Drive and approval
of a final plat.
The motion was seconded by Commissioner White and unanimously approved.
Agenda Item No. 8 -- Other business.
Mr. May, representing the owners of the 9.0 acre tract of land on Lincoln
Avenue bounded by Pasler Street and Avenue A, spoke to the Commission and
presented a site plan for an apartment project on that site.
Commissioner White suggested that the developers provide a sidewalk along
Lincoln Avenue.
Mr. May stated that the developers agreed with this and would install the
sidewalk.
Commissioner Stover thanked Mr. May for preparing and presenting the site plan.
Commissioner Etter suggested that the City Staff give some thought to the
future development of the area bounded by the West Bypass, Wellborn Road,
and Luther Street as considered in items 6 through 7.
Commissioner Stover suggested that the basic question in this area was one
of allowable densities and utility capacity.
Councilman Gardner pointed out that the City had recently acquired property
on Texas Avenue for the warehouse facility and new police station. Councilman
Gardner stated that he would try to get the Commission involved in the
planning of these two facilities.
Agenda Item No. 9 -- Adjourn.
Commissioner Bailey moved that the meeting be adjourned.
The motion was seconded by Commissioner White and unanimously approved.
The meeting was adjourned.
