Regular Planning and Zoning Commission Meeting
June 3, 1976

City Engineer Ash; Planning Assistant Longley
MEMBERS ABSENT: Chairman Mathewson

Agenda Item No. 1 -- Approval of minutes of meeting. held May 20, 1976.
Commissioner White suggested that paragraph two, page two of the minutes be
amended to read, "Commissioner White questioned whether or not the city wished
to accept rural section streets.
Commissioner Etter moved that the minutes be approved as amended.
The motion was seconded by Commissioner White and unanimously approved.
Agenda Item No. 2 -- Hear visitors.
No one spoke.
Agenda Item No. 3 -- Consideration of a final plat resubdividing a portion of
Lot 1, Block A, Culpepper Plaza Addition.
City Planner Mayo reviewed the proposed resubdivision.
Councilman Gardner pointed out that a screening fence would be required to
separate the proposed "Pepe Taco" from the existing residential property to
the rear. Councilman Gardner also suggested that an effort be made to protect
existing plantings and natural shrubbery in the location of the screening
fence.
Commissioner White moved that the Commission recommend approval of the proposed
plat.
The motion was seconded by Commissioner Sweeney and unanimously approved.
Agenda Item No. 4 -- Discussion of Planning Activities.
City Planner Mayo discussed with the Commission the idea of establishing a
fee rate for rezoning and conditional use applications.
Commissioner Sweeney suggested that a minimum base fee be established plus
$1.00 per property owner be notified.
The Commissioner directed Mr. Mayo to prepare an ordinance establishing a base
fee of $25.00 plus $1.00 per property-owner on rezoning and conditional use
permit applications.
City Planner Mayo discussed with the Commission the need to prepare a rezoning
proposal for the "Seaback" property east of Munson Avenue and north of Harvey
Road.
The Commission determined to hold a public hearing on this question at a

special meeting on June 22, 1976 and to discuss the situation at the regular
meeeting of June 17, 1976.
City Planner Mayo presented a preliminary development and circulation plan
for the "Golden Triangle" area.
Mr. Mayo stated that he and Mr. Ash would like to attend the Transportation
Subcommittee meetings, and that he (Mr. Mayo) would also like to attend the
Land Use Subcommittee meetings.
Mr. Mayo advised the Commission of the progress of the proposed ordinance to
require fraternities and sororities to have a conditional use permit.
The Commission directed Mr. Mayo to prepare a draft of an ordinance establishing
an office-professional zone to be considered at the special meeting on June
22, 1976.
Agenda Item No. 5 -- Other business.
Mr. W. D. Fitch discussed with the Commission the possibility of obtaining
Duplex, R-2 zoning on two tracts of land.
Vice Chairman Stover referred Mr. Fitch to the Land Use Subcommittee and
invited him to attend their meetings.
Agenda Item No. 6 -- Adjourn.

The motion-was seconded by Commissioner Etter and unanimously approved.
