MEMBERS PRESENT: Chairman John Longley; Commissioners Ed Miller, Barney Stevenson, Tom Chaney; Assistant Director of Public Works George Ford, City Planner Bill Koehler, Community Development Planner Al Mayo. MEMBERS ABSENT: Commissioners George Boyett, James Wallace, M. R. Calliham; Council Liaison Don Dale. GUESTS PRESENT: See register. The meeting was called to order at 7:05 P.M. Agenda Item No. 1 -- Approval of the minutes of the meeting of February 17, 1975. Commissioner Miller moved that the minutes be approved. The motion was seconded by Commissioner Chaney and unanimously approved. Agenda Item No. 2 -- Hear visitors. No one spoke. Agenda Item No. 3 -- Consideration of a zone change request on all of Lots 8,9,10, 15 and 16, Lakeview Acres Subdivision from Single Family Residential District, District R-1C to General Commercial District, District C-1 and Commercial-Industrial District, District C-2. Mr. Koehler showed the location of the property of the proposed zoning. • Chairman Longley opened the public hearing. Mr. Michael Davis said that the application set forth the views of the owners. No one spoke in opposition. Chairman Longley asked each of the owners present if they were satisfied with the C-2 zone proposed within the General Commercial District. Mr. Davis, Mr. Krenek, Mr. Bouse and Mr. Miller stated that it was satisfactory to them. Commissioner Chaney pointed out that the rezoning could increase the cost of later purchases of right-of-way in the area. Commissioner Stevenson moved that the request be recommended for approval. The motion was seconded by Commissioner Miller and unanimously approved. Agenda Item No. 4 --Consideration of a zone change reauest on all of Lots 16 and 17. Block the W. C. Boyett Addition from Duplex Residential District, District R-2 to General Commercial District, District C-1. Mr. Koehler showed the location of the property and pointed out that he had been contacted by Mrs. W. 0. Reed, an adjoining owner, who intended to apply for General Commercial zoning on her property which if approved, would make the entire block General Commercial. Chairman Longley opened the public hearing. Mr. Bruce Fisher, pastor of the A&M Presbyterian Church, spoke in opposition, stating that the church operates a day school and the increased traffic from commercial use would be hazardous to the small children; parking was already critical in the area; and that certain businesses allowable in General Commercial Districts could be objectionable to the church. Chairman Longley closed the public hearing. Commissioner Stevenson moved that the request be recommended for denial. The motion IIIwas seconded by Commissioner Miller and unanimously approved. MINUTES, Planning and Zoning Commission March 17, 1975 Page 2 410 Agenda Item No. 5 -- Consideration of a vacating plat of Block 1, Southwood Section 19. Mr. J. W. Wood stated that he had not yet obtained the other owner's signature on the vacating plat. Commissioner Chaney moved that the vacating plat be approved and forwarded to the Council when the other owner's signature was obtained. The motion was seconded by Commissioner Miller and unanimously approved. Agenda Item No. 6 -- Other business. Chairman Longley stated that it would be appropriate for the Parks and Recreation Committee to make recommendations to the Planning and Zoning Commission concerning the acceptability of proposed park land dedications. The Commission agreed that it would be their policy that the City Planner would forward plats which dedicated park land to the Parks and Recreation Committee for their recommendations before the plat is presented-)to-:the:PIanning and Zoning Commission for approval. Agenda Item No. 7 -- Adjourn. Commissioner Stevenson moved that the meeting be adjourned. The motion was seconded by Commissioner Miller and unanimously approved.
