MEMBERS PRESENT: Vice Chairman Boyett; Commissioners Stover, Burke, Miller, Stevenson, Mathewson; Council Liaison Adams; City Planner Mayo; Planning Assistant Longley MEMBERS ABSENT: Chairman Longley Agenda Item No. 1 -- Hear visitors. Mr. W. D. Fitch requested that he be allowed to replat all of Block 6 in the West Knoll Subdivision-Section III by the short plat method. Commissioner Mathewson moved to accept the concept of replating Block 6 of the West Knoll Subdivision-Section III when properly presented in the form of a final plat. The motion was seconded by Commissioner Stover and unanimously approved. Agenda Item No. 2 -- Consideration of a final plat-Southwood Valley-Section 5B. City Planner Mayo pointed out that by Ordinance No. 985, sidewalks would be required on both sides of Deacon Drive as its right-of-way width was greater than 60 feet. III Vice Chairman Boyett stated that sidewalks would also be required on one side of Brothers Boulevard. Commissioner Boyett moved to approve the final plat with the requirement that sidewalks be placed on one side of Brothers Boulevard as specified by the City Engineer. The motion was seconded by Commissioner Miller and approved by the following vote: FOR --- Commissioners Miller, Stevenson, Stover, Mathewson AGAINST --- Commissioner Burke Agenda Item No. 3 -- A public hearing on the question of rezoning Lots 1-7, Block A, College Vista in the Richard Carter League on the north side of Poplar Street between Nimitz and Turner Streets from Duplex Residential District R-2 to General Commercial District C-1. The request being in the name of Michael K. Davis. Agenda Item No. 4 -- A public hearing on the question of rezoning a 1.00 acre tract in the D.A. Smith Subdivision on the East Turner Street at Poplar Street from Apartment Building District R-3 to General Commercial District C-1. The request being in the name of Michael K. Davis. Note: Agenda Items No. 3 and 4 were considered as a single item. Mr. Michael K. Davis presented drawings showing his proposed building plans on the two tracts to be rezoned. 0 Vice Chairman Boyett opened the public hearing on the question of rezoning both tracts. In response to a question from Commissioner Boyett, City Planner Mayo stated that the extension of Turner Street to University Drive would be acceptable to the City. Commissioner Mathewson suggested that Turner Street be used as a private street rather than a thru street. He also stated his concern regarding curb openings onto University Drive nearest Turner Street. Vice Chairman Boyett stated that curb opening locations were immaterial to the re- zoning request. Commissioner Stevenson moved to recommend to City Council that Lots 1-7, Block A, College Vista be rezoned from Duplex Residential District R-2 to General Commercial District C-1. The motion was seconded by Commissioner Stover and unanimously approved. Commissioner Stevenson moved to recommend to City Council that the 1.00 acre tract in the D. A. Smith Subdivision on the east side of Turner Street at Poplar Street be rezoned from Apartment Building District R-3 to General Commercial District C-1. The motion was seconded by Commissioner Burke and unanimously approved. Agenda Item No. 5 -- A public hearing on the question of rezoning the north 1/2 of Lots 4 and 5, Block 1, Meadowland Addition, from Duplex Residential District R-2 to General Commercial District C-1. The request being in the name of James E. Jett. Mr. James Jett presented a drawing showing the property to be rezoned and his proposed building plans. Mr. Jett stated that adjoining property owners were in favor of the rezoning. Vice Chairman Boyett opened the public hearing. No one spoke in favor or in opposition to the rezoning request. Commissioner Mathewson suggested that all of Lots 1,2,3,4 and 5 be rezoned to C-1 in order to more clearly define the zone boundary. Commissioner Mathewson moved to recommend to City Council that Lots 1,2,3,4, and 5, Block 1, Meadowland Addition be rezoned from Duplex Residential District R-2 to General Commercial District C-1. The motion was seconded by Commissioner Miller and unanimously approved. Agenda Item No. 6 -- A public hearing on the question of rezoning an 8.92 acre tract in the Crawford Burnett League immediately west of the McCulloch Addition from Single Family Residential District R-1 to Duplex Residential District R-2. No one spoke for or against the rezoning. Commissioner Stevenson moved to recommend Li° the rezoning of the 8.92 acre tract from Single Family Residential District R-1 to Duplex Residential District R-2. The motion was seconded by Commissioner Stover and unanimously approved. Agenda Item No. 7 -- Other business. Commissioner Mathewson moved that the Commission recommend to theCity Council that the curb opening to the Mazda Dealership immediately next to the riht land .44 MINUTES, Regular Planning and Zoning Commission Meeting Page 3 December 1, 1975 7:00 P.M. turn lane from Texas Avenue onto Holleman Drive be closed. Commissioner Stevenson stated his concern that the question of who had the authority to locate, grant, and close curb openings be clarified. Commissioner Mathewson amended his motion to state that the recommendation to close the curb opening at the Mazda Dealership be made to the Safety Committee. The motion was seconded by Commissioner Stevenson and unanimously approved. Commissioner Burke moved that the City Council grant the Planning and Zoning Commission the authority to locate curb openings on all final plats. The motion was seconded by Commissioner Stevenson and unanimously approved. Agenda Item No. 8 -- Adjourn. Commissioner Stover moved that the meeting be adjourned.
