Planning and Zoning Commission Meeting
August 4, 1975
7:00 P.M.
MEMBERS PRESENT: Commissioners Longley, Boyett, Stevenson, Austin, Miller,
Mathewson; City Planner Mayo; Planning Assistant Longley
MEMBERS ABSENT: Commissioner Stover; Council Liaison Adams
VISITORS PRESENT: See guest register.
Agenda Item No. 1 -- Approval of minutes of meeting of July 21, 1975. Commissioner
Boyett moved to approve the minutes. Commissioner Mathewson seconded. The motion
passed unanimously.
Agenda Item No. 2 -- Hear visitors. None spoke.
Agenda Item No. 3 -- Consideration of a final plat, Camelot Addition, Section 4.
Commissioner Boyett recalled the discussion of the preliminary plat concerning the
alternatives to the long cul-de-sac and the problems involved. Commissioner
Mathewson explained the difficulties involved if the end of the street were to
change to "Knights' Way". Commissioner Boyett moved to approve the plat as
shown with the exception of changing the street name from Knights' Way to
Langford. Commissioner Mathewson seconded. The motion passed unanimously.
Agenda Item No. 4 -- Other business. Commissioner Longley initiated a discussion
concerning several allegations made about the Planning and Zoning Commission in

an editorial in the July 31 edition of The Eagle. The commissioners pointed
out that they were not primarily builders and contractors. They also took
exception to thestatement that "This kind of commission seldom requires sidewalks."
They pointed out that several streets mentioned in the article were municipally-
funded streets and were not even considered by the Planning and Zoning Commission.
It was pointed out that a response would probably be treated with ridicule. It
was decided that the best way to handle the situation would be to inform the
Mayor and let the Council decide the best solution.
The Commission discussed the sidewalk problems and Councilman Gardner's proposed
ordinance amendment. Councilman Gardner was present and answered questions
concerning the situation. Mr. David Mayo stated that several existing sidewalks
were not being used. Commissioner Mathewson moved to recommend the proposed
ordinance amendment by Councilman Gardner to the City Council with the following
change: The last sentence in 8-M.1 should read as follows: "Sidewalks shall be
placed within the right-of-way as determined by the City Engineer and when so
specified." Commissioner Boyett seconded. The motion passed unanimously.
Commissioner Mathewson noted that at present there is no fence control and
suggested that some control be developed. Commissioner Longley requested City
Planner Mayo to inquire of other cities concerning their control, if any.
City Planner Mayo reported that he and City Engineer Ash and City Attorney Lewis
had determined that the City Engineer has no authority to close curb cuts.
Commissioner Boyett moved to recommend to the City Council to amend Ordinance
608 to allow the City Engineer to determine what curb cuts are unnecessary and/or
hazardous, and that he could recommend to the Council to close them. Commissioner
Mathewson seconded. The motion passed unanimously.

Boyett seconded. The meeting was adjourned.
